Resolution Number 00-2-1-2125 RESOLUTION NO. 00-2-1-2 SUPPORTING PROPOSITION 12 ON THE MARCH 7. 2000 BALLOT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, SUPPORTING PROPOSITION 12, THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR, AND COASTAL PROTECTION BOND ACT OF 2000 ON THE MARCH 7, 2000 BALLOT WHEREAS, California's state, regional and local parks serve as recreational, social, and cultural centers for California's communities, providing important venues for youth enrichment and safety, community identify, protection of natural and historic sites, parkland and open space; and, WHEREAS, the State's commitment to state, regional, and local parks has dwindled over the last decade thereby California and its communities have not kept pace with the needed funding for rehabilitation, development, and acquisition; and, WHEREAS, during this same period of diminished funding for state, regional and local parks, California's citizens have increased their visits to state and local parks; and, WHEREAS, California is known for its incredible natural resources of open space, mountains, rivers, coastline, and forests that positively impact the state and local economy; and, WHEREAS, California is largely an urban state where it is projected the state's population will continue to grow by 18 million by 2020, thereby placing more pressure on existing parkland and facilities; and, WHEREAS, California's economy is dependent upon maintaining a high quality of life that includes attractive and safe public park and recreational facilities and services; and, WHEREAS, the last statewide park bond was passed in 1988; and, WHEREAS, Proposition 12, the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000, provides $2.1 billion for state and local park projects to preserve our natural heritage and allow urban areas to expand much needed recreational facilities that serve children, youth, seniors, and families; and, WHEREAS, in San Juan Capistrano, this measure would generate between — $350,000 - $380,000 which could be used for local projects such as the Northern Open Space, renovation of Stone Field, the rehabilitation of the tennis/basketball courts by the San Juan Capistrano Regional Library and renovation of Acu Canyon Park; and, -1- 126 WHEREAS, in addition to the above funds, Proposition 12 includes grant _ funding for local agencies and competitive projects in San Juan Capistrano that include the replacement of playground equipment, trail improvements, riparian/river/aquatics habitat projects, programs to benefit low-income, at -risk youth, and historic preservation efforts. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby support passage of Proposition 12, the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond act of 2000, and does hereby encourage California voters to approve this bond act on March 7, 2000.
