Resolution Number 01-1-16-2RESOLUTION NO. 01-1-16-2 ENDORSING "KEEP KIDS ALIVE, DRIVE 25" PROGRAM A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, APPROVING CITY ENDORSEMENT OF THE "KEEP KIDS ALIVE, DRIVE 25" PROGRAM (KKAD25) WHEREAS, residents have requested that the City play a more active role in encouraging traffic safety awareness in residential neighborhoods; and, WHEREAS, the "Keep Kids Alive, Drive 25" Program is a safety campaign designed to encourage motorists to observe the residential speed limit; and, WHEREAS, program guidelines and procedures, including suggested time frames, targeted areas, sign placement, etc., are discussed in Exhibit A, attached hereto and made a part hereof. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby endorse the "Keep Kids Alive, Drive 25" Program. To implement in your neighborhood, please see guidelines and procedures noted below: Target Area It is suggested that focus be placed on a highly visible area (1-4 streets or blocks in length) within the neighborhood or community. Size of area is negotiable and may need to be defined by number of houses. Placement One sign every 5 or 6 houses, with sign placement preferably in the parkway area to attain maximum visibility - no closer than five feet (5) from edge of paved area. Signs come with metal stakes for easy insertion to grass or dirt areas. NgIg: Signs are not permitted to be nailed, stapled, taped, hung or otherwise fastened to any street sign, traffic sign, bench, hydrant, tree, shrub, bridge, electric light or power or telephone wire pole. Time Frame To insure effectiveness as a speed deterrent, yard signs are to be used on a temporary basis only - two to three weeks maximum. Sign Check Out Signs are to be checked out and returned to the City in good condition by the "Block Captain." Care & Maintenance Signs are to be placed indoors at night to prevent vandalism or theft.
