A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA, ESTABLISHING A CITY YOUTH ADVISORY
BOARD
WHEREAS, the City Council recognizes the value in providing opportunities
for youth in exercising leadership skills and civic responsibilities; and,
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
San Juan Capistrano hereby:
SECTION 1. Establishes the creation of a Youth Advisory Board.
SECTION 2. The City of San Juan Capistrano's Youth Advisory Board should be
composed of nine (9) high school aged residents and two (2) middle school aged
residents, who will serve as voting members.
SECTION 3. The Youth Advisory Board will serve as a liaison between the youth of San
Juan Capistrano and the City Council as it relates to youth issues in the community. The
members of the youth advisory board will submit recommendations to City Council for
special events, programs, and fund raisers for San Juan Capistrano youth. Upon City
Council approval, the Youth Advisory Board will plan, organize, implement and evaluate
approved activities. Such activities will be with assistance of appropriate members of City
staff and within budget limits.
SECTION 4. There shall be two (2) adult advisors to guide the Youth Advisory Board
members in achieving their goals and will serve as non-voting members of the Board. The
adult advisors shall have expertise in youth development and serve the community in either
a youth or educational agency.
SECTION 5. One (1) Community Services Department staff person will also serve on the
Youth Advisory Board as a non-voting member.
SECTION 6. Persons appointed to the Youth Advisory Board shall be selected on the
basis of their knowledge, leadership skills and involvement in youth activities of the City.
The geographic area of the City where the applicant resides and the school where the
applicant attends shall also be considered.
SECTION 7. Upon establishment of the Youth Advisory Board, board members will
determine regular scheduled public meetings and meet in full compliance with the
California Open Meeting laws.

SECTION 8. The Youth Advisory Board members will elect one (1) member to serve as
chairperson; one (1) member to serve as vice chairperson, one (1) member to serve as
secretary, one (1) memberto serve as treasurer and one (1) member to serve as publicist.
SECTION 9. The secretary shall file with the City Clerk of the City of San Juan Capistrano
copies of agendas and minutes of all meetings held by the Youth Advisory Board. The
minutes need not be a verbatim report, but shall include a record of Youth Advisory Board
members in attendance and actions taken by the Board. The minutes, records, reports
and documents of the Youth Advisory Board are public record.
SECTION 10. Members shall be appointed to the Board for a term of one (1) year.
Appointments will be conducted in June, with Youth Advisory Board members taking office
in August. During the Youth Advisory Board's initial year of operation, the members will
be selected to serve a seventeen (17) month term which would be April 2002 -August 2003.
