Now, Therefore, Be, It Resolved, the City Council for the City of San Juan Capistrano, California does hereby certify the issuance of a Negative Declaration and approves General Plan Amendment 01-03, based upon the following findings: Each of the proposed amendments will not significantly change the vision of the land use element goals and policies. This is based upon the finding that the changes reflect existing development patterns of the individual parcels and previously granted entitlements. The Capistrano Unified School District has notified the City that they have identified the need for two future school facilities within the community. The District has identified the need to locate a new high school in an area at the City's eastern limits. The Land Use Policy Map provides for the inclusion of a non-specific land use designation for future school sites. The inclusion of such designations on the Land Use Policy Map will be consistent with the policy language incorporated into the Public Services and Utility Element of the General Plan which encourages a joint cooperative effort in locating new schools in the community, especially a high school. The proposed amendments to the Land Use Policy Map are consistent with all other provisions of the adopted General Plan for the City. Now, Therefore Be It Further Resolved, that City Council does hereby approve the specific changes to the Land Use Policy Map as shown on Exhibit "A".
