A RESOLUTION OF THE CITY OF SAN JUAN CAPISTRANO,
CALIFORNIA, AS A MEMBER OF THE SOUTH ORANGE COUNTY RAIL
WORKING GROUP (SOCRWG), FORMALLY ENDORSING AN
ENHANCED RAIL SYSTEM IN THE SOCRWG REGION THAT
RECOGNIZES, PRESERVES AND PROTECTS NATIONAL, STATE, AND
LOCAL COASTAL AND HISTORIC RESOURCES OF THE REGION
The City Council for the City of San Juan Capistrano does hereby resolve as
follows:
WHEREAS, Caltrans is currently analyzing rail alignment improvements resulting in
double tracking for the existing Los Angeles B San Diego, (LOSSAN) Corridor; and,
WHEREAS, the Cities of San Juan Capistrano, Dana Point, and San Clemente
formed the South Orange County Rail Working Group (SOCRWG) which is a group
devoted to good planning for 21St century rail service; and
WHEREAS, the mission statement of SOCRWG is:
Support and promote integrated rail based long range mobility planning in
South Orange County that preserves and protects national, State, and local
coastal and historic resources of the region; and,
WHEREAS, some of the basic goals set forth in the California Coastal Act are to
protect coastal resources and maximize public access to and along the coast; and,
WHEREAS, City of San Juan Capistrano has significant archeological and historic
resources in proximity to the LOSSAN rail, such as the Los Rios Historic District, Historic
Train Station, Mission San Juan Capistrano, and the surrounding City center business and
tourist district; and,
WHEREAS, double tracking along the existing LOSSAN rail line has the potential
to cause irreparable damage to the physical environment in this region, including:
• negative visual and aesthetic impacts,
vibratory damage to the physical and structural integrity of various
historic structures and natural features, such as coastel bluffs,
damage to the historic character of the region,
impair and damage coastal access; and,

WHEREAS, SOCRWG has developed specific objectives to identify and support rail
alternatives that avoid double tracking along the existing LOSSAN corridor, and develop
opportunities that promote coalition building at the local, regional, State, and national
levels; and,
WHEREAS, the future enhanced rail system should build upon a foundation that
avoids double tracking of the existing LOSSAN corridor and promotes alternatives that are
compatible with SOCRWG's goals and objectives.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San
Juan Capistrano does formally endorse an enhanced rail system that recognizes,
preserves, and protects national, State, and local coastal and historic resources of the
South Orange County region:
