Resolution Number 02-07-16-02RESOLUTION NO. 02-07-16-02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, APPROVING THE APPLICATION FOR A GRANT FOR THE SWANNER RANCH CLEANUP PROJECT WHEREAS, the people of the State of California have enacted Senate Bill 1330 (Lockyer, 1997) that allows the California Integrated Waste Management Board to allocate monies from the Integrated Waste Management Fund, California Tire Recycling Management Fund, and California Used Oil Recycling Fund to pay for costs of cleanup, abatement, or other remedial action related to the disposal of illegal solid waste in farm or ranch property; and, WHEREAS, said procedures established by the California Integrated Waste Management Board require the applicant to certify by resolution the approval of the application before submission of said application to the State; and, WHEREAS, the applicant will enter into agreement with the State of California for development of the project; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby approve the filing of an application for the cleanup of solid waste using grant funds for the three funding sources for the project specified above; certifies that said applicants has or will have sufficient funds in addition to finds provided by the grant to complete the project, and appoints the City Manager as agent of the City of San Juan Capistrano to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, amendments, and so on, which may be necessary for the completion of the aforementioned project.
