Resolution Number 04-02-09-03RESOLUTION NO. 04-02-09-0 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, APPROVING AN APPLICATION AND CONTRACT EXECUTION FOR FUNDING FROM THE GENERALINATIVE AMERICAN ALLOCATION OF THE STATE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM AND AUTHORIZING THE EXECUTION OF A GRANT AGREEMENT AND ANY AMENDMENTS THERETO WITH THE STATE OF CALIFORNIA FOR THE PURPOSES OF THIS GRANT WHEREAS, the City of San Juan Capistrano, a political subdivision of the State of California, wishes to apply for and receive an allocation of funds through the 2004 Community Development Block Grant Program (hereinafter referred to as "CDBG"); and, WHEREAS, the proposed program is consistent with the policies and objectives of the San Juan Capistrano General Plan; and WHEREAS, the proposed program is consistent with the policies and objectives of the San Juan Capistrano Housing Element. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby approve the following: The City Council of the City of San Juan Capistrano has reviewed and hereby approves an application for up to $1,000,000 for a two-year period to the State of California Housing and Community Development Department's Community Development Block Grant (CDBG) Program for the following activities: Year One: Housing New Construction on Calle Rolando $462,500 General Administration $ 37,500 Year Two: Housing New Construction on Calle Rolando $462,500 General Administration $ 37,500 Total CDBG Funding: $1,000,000 2. If the grant application is approved, the City will provide local leverage for the housing new construction project on Calle Rolando as follows: 02-09-2004 Dedication of Property to Mercy Housing California: $2,000,000 Staff Time (General Administration): $ 12,500 Total Local Leverage: $2,012,500 3. The City Council has determined that federal Citizen Participation requirements were met during the development of this application. 4. The City Manager is hereby authorized and directed to act on the City's behalf in all matters pertaining to this application. 5. If the application is approved, the City Manage is authorized to enter into and sign the application and grant agreement and any amendments with the State of California for the purposes of this grant. The City Manacle , Planning Director and/or Administrative Services Director are authorized to execute any related documents necessary for program participation. COUNTY OF ORANGE )ss.
