A RESOLUTION OF THE SAN JUAN CAPISTRANO COMMUNITY
REDEVELOPMENT AGENCY ADOPTING THE FAQADE
IMPROVEMENT PROGRAM FOR THE DOWNTOWN BUSINESS
DISTRICT
WHEREAS, the City of San Juan Capistrano has an existing redevelopment
project area consisting of the San Juan Capistrano Central Redevelopment Project,
which contains approximately 1,097 acres ("Central Project Area"); and,
WHEREAS, California Community Redevelopment Law ("CRL") Subsection
33490(a)(1)(A) requires that the agency adopt a Five Year Implementation Plan that
outlines programs for the short-term planning period; and,
WHEREAS, the 2005-2009 Implementation Plan identified the need to provide
Business Revitalization Assistance; and,
WHEREAS, the proposed Fagade Improvement Program meets the intent of
Business Revitalization Assistance by encouraging community re -investment, business
attraction, and facilitating rehabilitation.
NOW, THEREFORE, THE SAN JUAN CAPISTRANO COMMUNITY
REDEVELOPMENT AGENCY DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Board of Directors finds the Fagade Improvement Program
consistent with programs and policies contained in the Community Redevelopment
Agency's Five Year Implementation Plan and the City's General Plan.
SECTION 2. Adopts the Facade Improvement Program as outlined in EXHIBIT
A, attached to and incorporated to this resolution.

FaVade Improvement Program
PROGRAM STATEMENT
The purpose of establishing this program is to enhance the exterior appearance of
buildings in the Downtown Business District of the City of San Juan Capistrano, while
preserving the historic character and integrity of the existing buildings. The intended
result will be a collection of buildings forming a handsome and inviting environment that
will serve as a basis for future development and growth in the area.
ELIGIBILITY CRITERIA
The program will be available to commercial properties located in the Downtown area
and within the Redevelopment Project boundaries. The program funds are to be used
for exterior building and site improvements rather than simple maintenance.
Applications will not be accepted to refinance improvements already completed, nor for
interior building improvements. The program provides funding of eligible costs on a
reimbursement basis after work has been completed.
ELIGIBLE LOCATIONS
Commercial buildings located in the San Juan Capistrano downtown. Boundaries are
from the Camino Capistrano Bridge to the south and La Zanja to the north and from the
1-5 freeway to the east to the OCTA railroad to the west. A map of the Facade
Improvement Program target area is provided as Attachment A and hereby incorporated
by reference.
ELIGIBLE IMPROVEMENTS
• Exterior wall repair, re -plastering, and painting
Landscaping and sidewalk replacement*
• Awning purchase/repair/replacement*
• Sign purchase/repair/replacement*
• Lighting purchase/repair/replacement*
• Door and window repair/replacement*
• Roofing Improvements
*Repairs and replacements must be made with upgrades consisting of higher
quality materials than original.
PRIORITIES/PROJECT FUNDING
Funding for the Facade Improvement Projects originate from the Community
Redevelopment Agency. These funds are designed to revitalize the downtown by

fostering private investment and community pride in the downtown area. Funding levels
for the program may necessitate prioritizing of applicants. Commercial buildings that lie
north of Del Obispo and south of Acjachema will receive priority over other project
applicants.

For all options, the removal of nonconforming signs is a totally reimbursable expense.
Public or private lots where the public has access to the building, double frontage lots,
and second story structures can be used to expand the amount assigned to the
building. Example: a building with two >75 foot eligible frontages or a two-story structure
would be fundable for two times the $20,000 amount, but not more than 50% of the
project costs.
REVIEW PROCEDURES
All Development proposals within the City of San Juan Capistrano may be subject to
one or more development review procedures. The exact review procedures that apply to
a specific project will be determined on a case-by-case basis by the Planning Director
based on an understanding of the project specifics.

The Planning Director has been granted authority of administrative approval in
accordance with Zoning Districts and Standards, subject to specific findings and
procedures. The Planning Director may also refer more sensitive projects to the Design
Review Committee for recommendation prior to final approval.

must complete a Downtown Fagade Grant Application and submit it to the City
Redevelopment Agency. The application provides a list of submission requirements
that must be met for eligible improvements. Once the Fagade Grant Application is
approved by the Agency, the applicant will be referred to the Planning Department for
processing.
The Planning Director has been granted authority of administrative approval in
accordance with Zoning Districts and Standards, subject to specific findings and
procedures. The Planning Director may also refer more sensitive projects to the Design
Review Committee for recommendations and final approval.
Where applicable, Building and Safety, and other City permits may need to be obtained
prior to start of work.
Time limit for implementation. An approved facade grant application will be valid for
one year and shall not be extended.
Appeals. Decisions of the Planning Director with regard to administrative approvals
may be appealed to the Planning Commission.
TO HELP EXPEDITE YOUR FAIPADE GRANT
Fagade grant applications which propose signs, awnings, changes to the exterior of
existing buildings, new buildings, and/or changes to the design are subject to City of
San Juan Capistrano Planning Department staff approval. If you are planning on
using this grant in conjunction with major improvements, your plans may be subject to
approval by the City of San Juan Capistrano Planning Commission. To expedite this
approval process, please sup,oly relevant information as requested below. You have
been furnished with a packet containing compliance information on zoning regulations
and the Downtown Design Guidelines. Two copies of plans are necessary for staff
approval. Please arrange to meet with planning staff prior to preparing plans to confirm
submittal requirements.

EXHIBIT A
A site plan drawn to scale and with a north arrow, showing the proposed layout of
structures and other improvements including, where appropriate: driveways, pedestrian
walks, off-street parking and loading areas, landscaped areas, fences and walls. The
site plan shall indicate the location of entrances and exits and the direction of traffic flow
into and out of off-street parking and loading areas, the locations and dimensions or
parking spaces and loading berths and the areas for turning and maneuvering vehicles.
A landscape plan drawn to scale, showing the locations of existing trees on the site,
the location and design of landscaped areas, and the species and sizes of plant
materials. Newly landscaped areas are required to be automatically irrigated; a note
should be placed on the plans stating how this will be accomplished.
Building Elevations. Architectural drawings, drawn to scale, show all elevations of the
proposed structure or changes to existing structures (including awnings) as they will
appear upon completion. All exterior surfacing materials and colors should be specified.
Fences, benches, light fixtures, planter boxes, retaining walls, hardscape or
special paving. Detailed drawings depicting the proposed design.
Signs. Scale drawings of all signs showing size, location, material, colors, and
illumination.
FUNDING PROCEDURES
All work to be done in conjunction with this funding commitment shall be performed
within ninety (90) days of approval of the Fagade Renovation Application by the
Planning Department. Funds for the completed work will be paid directly to the grantee
upon completion of the improvements and based upon supplier, vendor, and contractor
invoices submitted in accordance with the City's accounts payable process. Within
seven (7) days of submission of receipts, the City will confirm the work has been done
per plan and shall submit a request to the City Finance Department for release of funds
(approximately 21 days).
