Regarding their property located at 28291Paseo Establo I find the changes to conform to the CC&Rs of Los Corrales, and fit in with the design of the neighborhood. Sincerely, Dave Dave Solt Architectural Review Committee Los Corrales INTRODUCTION Demolition of a swimming pool requires preparing the pool for backfilling and the placement and compaction of backfill material. There are two types of pool demolition permits: • Non-Structural – The post demolition area is to become a non-buildable area. • Structural – The post demolition area is to become a buildable area. PLAN AND SUBMISSION REQUIREMENTS Non-Structural – The area will no longer be a buildable area • This must be called out on the plans and on the permit application. • Show location of the pool area to be demolished and setbacks to property lines. • Show distance to nearby remaining structures, such as detached garage, septic tank, leach fields or other accessory structures, label all structures. • The natural gas line and electrical wiring serving the pool and pool equipment must be removed and/or capped off as part of the demolition process. This step will be verified during inspection. Structural – The area will be available for future building projects • This must be called out on the plans and on the permit application. • Show location of the pool area to be demolished and setbacks to property lines. • Show distance to nearby remaining structures, such as detached garage, septic tank, leach fields or other accessory structures, label all structures. • A Demolition, Drainage, and Compaction Plan shall be prepared, stamped and submitted by a state licensed civil engineer or licensed architect. • The natural gas line and electrical wiring serving the pool and pool equipment must be removed and/or capped off as part of the demolition process. This step will be verified during inspection. ADDITIONAL COMPLIANCE REQUIREMENTS • National Pollutant Discharge Elimination System (NPDES) compliance. • Construction & Demolition Program is required, including NPDES compliance. • A completed final report that concludes that the engineer or soils firm conducted the backfill compaction observation and provide a compaction report to the Building Department declaring the former pool area as properly compacted. The method of backfilling approved by the Building Division depends on the intended future use of the fill. A pool or spa may be backfilled with structural compacted fill suitable for the support of footings or the pool or spa shell may be left in- place and backfilled with uncertified fill. In either case, a grading permit may be required if the combined quantities of imported fill and/or or cut soils exceeds 50 cubic yards. PART I. BACKFILLING WITH STRUCTURAL COMPACTED FILL A. Requirements for Placement of Structural Compacted Fill. All material used to backfill swimming pools or spas shall be placed on natural undisturbed material or if so designed, in the pool/spa shell and compacted to a minimum of 90 percent relative compaction in accordance with ASTM D 1557. Such fill shall be tested for relative compaction by an accredited soil testing agency. 1. A grading permit shall be obtained when the total cubic yards of fill and/or out soils specified exceeds 50 cubic yards. 2. The pool or spa shell shall be removed from the site, when practicable. 3. The Plot Plan shall include the following notes: 4. Backfill shall consist of clean soil or gravel and shall be moistened and tractor rolled or tamped with a whacker into place. 5. Existing gas/plumbing line(s) shall be properly capped; electrical and related equipment shall be removed. 6. The bottom of the excavation shall be inspected and approved by the Building Division and a geotechnical engineer, if required, prior to placing of compacted fill. 7. A compaction report shall be submitted to the Building Division for review and approval. 8. No foundation, if proposed, shall be constructed before the compaction report is approved. 9. When required by proposed new construction, a soil report prepared by a geotechnical engineer and containing recommendations for allowable bearing pressure for the foundation design shall be submitted to the Building Division for review and approval. B. Inspections. 1. Bottom inspection is required prior to placing any fill; and 2. Final inspection. PART II. BACKFILLING WITH UNCERTIFIED FILL AND LEAVING THE POOL OR SPA SHELL IN-PLACE A. Conditions of Approval. Leaving the pool or spa shell in-place and backfilling with uncertified fill may be allowed in self-contained areas where the fills are not to be used to support buildings or structures and no hazards will be created as determined by the Building Division. 1. A grading permit shall be obtained with the total cubic yards of fill specified exceeds 50 cubic yards. The grading permit shall indicate that the fill and/or cut soils is uncertified. 2. A Plot Plan shall be completed and provided that shows the pool or spa location and distances to all buildings and property lines. 3. The backfilled area shall be used for landscaping or similar purposes only. 4. Existing gas/plumbing line(s) shall be properly capped and/or removed; electrical and related equipment shall be removed. 5. If bond beam is demolished, the concrete debris from the bond beam may be placed in the bottom of the pool to facilitate drainage; provided however, that no concrete debris less than 6 inches in diameter, including coping, are placed within the two drainage holes. 6. Two drainage holes, a minimum of 24 inches in diameter, shall be provided in the concrete in the pool or spa bottom, a maximum of 8 feet apart to facilitate drainage. One hole shall be located in the deepest section of the pool shell. B. Inspections. 1. Bottom inspection after required drainage holes have been made and prior to placing any fill; and 2.
