Introduction
On October 10 & 16, 2024, VERT Environmental Testing & Consulting Services (VERT)
performed a Limited Asbestos Inspection at the above-referenced subject property. The
inspection was conducted by John Bennet, a California Department of Safety and Health
(DOSH) Certified Site Surveillance Technician (Certification #10-6837), under the direction
of Nathan Borsheim, a DOSH Certified Asbestos Consultant (Certification #13-5048). The
purpose of the inspection was to determine if Asbestos is present in any suspect building
materials which may be potentially impacted by future renovation/maintenance activities. The
identified suspect Asbestos-Containing Materials were in good condition.
The subject property is a two-story, single-family residential structure constructed on a cement
slab foundation with wood framing. The inspector saw no obvious fire or structural damage.

VERT performed a Limited Asbestos Inspection at the above-referenced property.
Representative bulk sample(s) of identifiable and accessible suspect Asbestos-containing
material(s)/Asbestos-containing Construction material(s), which are/were anticipated to be
impacted by renovation and/or demolition activities, were collected from determined
homogeneous1 areas using industry accepted sampling techniques.

Sampling Methods/Scope (cont’d)
All sample(s) were collected according to the Asbestos Hazard Emergency Response Act
(AHERA) protocol, as mandated by DOSH (8 CCR 1529), National Emission Standards for
Hazardous Air Pollutants (NESHAP), as well as the local Air Quality Management District
(South Coast Air Quality Management District - Rule 1403; 40 CFR Part 763.86). Sample(s)
were collected, sealed, and delivered for analysis in airtight media, under legal chain of custody
documentation, to a National Institute of Standards and Technology (NIST) National
Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory.
1According to AHERA (40 CFR 763.87(c)):
(1) A homogeneous area is considered not to contain ACM/ACCM only if the results of all samples required to be
collected from the area show asbestos not present.
(2) A homogeneous area shall be determined to contain ACM/ACCM based on a finding that the results of at least one
sample collected from the area shows that asbestos is present.

Sampling Analysis
Bulk sample(s) collected for Asbestos content analysis were analyzed utilizing Polarized Light
Microscopy (PLM). The method(s) of Asbestos Fiber Analysis were U.S. Environmental
Protection Agency (EPA) Method for the Determination of Asbestos in Bulk Building
Materials (EPA/600/R-93/116, 1993) and/or EPA Interim Method for the Determination of
Asbestos in Bulk Insulation Samples (EPA/600/M4-82-020, 1982), as per 40 CFR 763.87.
Analysis was performed by the following independent and NVLAP accredited laboratory:

Note: Laboratory has a limited retention time on all samples after a period of thirty (30) days,
therefore any request for analysis must be made within the time frame.
Drop Box was used by VERT to drop off the samples: A secure drop box is located at each Eurofins EPK
Built Environment and Ecologics Laboratories facility. The drop box is a secure delivery option for clients
submitting projects either during or after business hours. The drop box is checked for project deliveries
throughout the day during normal business hours. All samples that are delivered via the drop box are
considered to be received at the time that the drop box is checked.

Limited Asbestos Recommendations
Based on the reported laboratory findings of tested material(s), a DOSH certified abatement
contractor is not required for disturbance/removal of tested area(s).
Limitations
This was a Limited Asbestos Inspection; VERT, its employees, and subcontractors cannot
guarantee that this inspection has identified all adverse environmental factors and/or potential
Asbestos-containing material(s) at the subject property. VERT performed discreet sampling
(i.e. no destructive sampling/investigation was performed); therefore, there is a possibility that
additional, untested material(s) may be present behind walls, cabinetry, wood paneling,
ceramic tiles, etc., or in inaccessible areas (e.g. locked rooms). The findings set forth in this
report are strictly limited to the time, date, and scope of the investigation; sample collection
was limited to suspect material(s) that were accessible at the time of testing. The results from
the sampled location(s) are representative of the homogeneous area(s) and not just the specific
location(s) sampled. Laboratory results are true and accurate based on the time and date of
testing. VERT assumes no liability or responsibility for contractor abatement or restoration
work performed in conjunction with or as a result of this testing unless specifically contracted
to perform oversight of such activities.

Glossary of Terms
Abatement Procedures to control fiber release from Asbestos-containing and Asbestos-
contaminated materials, including removal, encapsulation, enclosure, repair, selective
demolition, and renovation activities.
ACCM Asbestos-Containing Construction Material – “…any manufactured construction
material which contains more than 1/10th of 1% asbestos by weight,” as defined in 8
CCR 341.6(c).
ACM Asbestos-Containing Material – “…any material or product which contains more than
1 percent asbestos,” as defined in 40 CFR 763.83.
AHERA Asbestos Hazard Emergency Response Act (1984) – Required the EPA to promulgate
regulations requiring local educational agencies (LEAs) to inspect their school
buildings for ACBM, to prepare Asbestos management plans, and to perform response
actions to prevent/reduce Asbestos hazards; the EPA was to also develop a model
accreditation program for accrediting persons conducting Asbestos-related activities.
APCD Air Pollution Control District – local enforcement agency/division of NESHAP (e.g.
San Diego County APCD)
AQMD Air Quality Management District – local enforcement agency/division of NESHAP.
Asbestos A commercial-industrial term, not a mineralogical term, that is given to a group of
naturally occurring fibrous mineral silicates that form in rock under certain conditions
of temperature and pressure. There are two main classifications of asbestos 1)
Serpentine and 2) Amphibole.
Bulk Sample A small portion (usually thumbnail size) of a suspect asbestos-containing building
material collected for laboratory analysis to determine asbestos content,” as defined in
SESDGUID-104-R1, Bulk Sampling for Asbestos, effective June 4th, 2013.
CAC Certified Asbestos Consultant – DOSH-certified individual allowed to perform all
aspects of Asbestos-related inspection, management, planning, and design work, to
direct CSST(s), and to review and execute Asbestos reports.
Cal/OSHA California Occupational Safety and Health Administration; Division of Occupational
Safety and Health of California, an agency of the Government of California
established by the California Occupational Safety & Health Act of 1973.
Contained Work
Area
A Work Area that has been sealed and equipped with a Decontamination Enclosure
System
Critical Barrier One or more layers of plastic sealed over all openings into a work area or any other
similarly placed physical barrier sufficient to prevent airborne asbestos in a work area
from migrating to an adjacent area.
CSLB (California) Contractors State License Board; protects California consumers by
licensing and regulating the state’s construction industry.
CSST Certified Site Surveillance Technician – DOSH-certified individual allowed to
perform aspects of Asbestos-related inspection and management work, under the
direction of a CAC.
DOSH Division of Occupational Safety and Health – operates under the aegis of Department
of Industrial Relations (DIR); California governing body regulating worker protection.
EPA Environmental Protection Agency – regulates/protects environment (land, air, water,
and organisms).

Friable “…the material, when dry, may be crumbled, pulverized, or reduced to powder by
hand pressure, and includes previously nonfriable material after such previously
nonfriable material becomes damaged to the extent that when dry it may be crumbled,
pulverized, or reduced to powder by hand pressure,” as defined in 40 CFR 763.83.
Homogeneous Area “…an area of surfacing material, thermal system insulation material, or miscellaneous
material that is uniform in color and texture,” as defined in 40 CFR 763.83.
Miscellaneous
Material
Interior building material on structural components, structural members or fixtures,
such as floor and ceiling tiles, and does not include surfacing material or thermal
system insulation.
NESHAP National Emission Standards for Hazardous Air Pollutants; 40 CFR 61, Subpart M –
Specifies work practices during demolitions and renovations of all structures,
installations, and buildings (excluding residential buildings that have four or fewer
dwelling units), including requirement to notify appropriate state and local agencies
prior to demolition or renovation activities.
NIST National Institute of Standards and Technology; a metrology laboratory, and a non-
regulatory agency of the United States Department of Commerce.
Non-friable “…material when dry may not be crumbled, pulverized, or reduced to powder by hand
pressure,” as defined in 40 CFR 763.83.
ND Non-Detect or None Detected – no Asbestos was detected in a given sample.
NVLAP National Voluntary Laboratory Accreditation Program; provides third-party
accreditation to testing and calibration laboratories in response to legislative actions
or requests from government agencies or private-sector organizations.
OSHA Occupational Health and Safety Administration which was created by the
Occupational Safety and Health Act of 1970; serves as the enforcement agency for
safety and health on the job.
PACM Presumed Asbestos Containing Material – Thermal System Insulation (TSI) and
surfacing materials found in a building constructed no later than 1980.
Surfacing Material Material that is sprayed, troweled-on or otherwise applied to surfaces (such as
acoustical plaster on ceilings and fireproofing materials on structural members, or
other materials on surfaces for acoustical, fireproofing, and other purposes.)
TEM Transmission Electron Microscopy; the analytical laboratory method to identify
asbestos fibers in an air sample.
Trace May be reported as <1% – Asbestos was detected; however, the observed amount/
concentration is below the quantifiable level of 1%.
Thermal System
Insulation (TSI)
ACM applied to pipes, fittings, boilers, breeching, tanks, ducts or other structural
components to prevent heat loss or gain.
Work Area Designated rooms, spaces, or areas of the property/project in which asbestos
abatement actions are to be undertaken or which may become contaminated as a result
of such abatement actions.

analyzed using Calibrated Visual Estimate (CVES),therefore results may not be reliable for samples with low concentration levels or other Non-Friable Organically Bound (NOB)materials.The limit of
detection for this analytical method is less than one percent (<1%)and total sample constituents may total greater than 100%due to trace amounts.These results lie within the statistical limits of variability
calculated with standard reference materials routinely analyzed in the laboratory.In multi-layer samples,unless otherwise specified,the asbestos concentration is reported for the layer where asbestos is
found.This report only relates to the samples that were submitted and Ecologics Lab and its personnel assumes no responsibility and/or are not liable for any misinformation provided by the client such as
