OVERVIEW
Clear Air Environmental, LLC (CA Environmental) was retained by Expert Home Builders to conduct a Limited Asbestos
Survey for the occupied and furnished residence at 25982 Avenida Mariposa, San Juan Capistrano, CA 92675. The home
consists of a stand-alone, single-family, single-story private structure, with a stucco plaster, brick, and wood siding exterior,
pitched shingle roof, and concrete slab foundation. Prior to inspection, CA Environmental was informed that the sunroom
is to be remodeled/renovated. While onsite, CA Environmental observed no sign(s) of impacted/damaged suspect asbestos
containing building and/or construction/finish material(s) in the subject area(s). There was also no obvious structural
damage due to water intrusion or otherwise (e.g., fire).
On July 2nd, 2023, CA Environmental representative(s) Mr. Deen Sheikh, a State of California Division of Occupational
Safety and Health (DOSH) Certified Site Surveillance Technician (CSST), under the direction of Mr. Jeremy Gress (CJK
Consulting Inc. – 2262 Shatto Lane, Tustin, CA 92782; 949.677.7122), DOSH Certified Asbestos Consultant (CAC), visited
the above-referenced address and completed the survey. The purpose of the Limited Asbestos Survey was to locate and
identify suspect asbestos containing material(s) that may be impacted by a planned remediation/renovation project.
Be advised that unless specified, CA Environmental did not perform sampling and/or testing of underground or otherwise
hidden material(s) (construction/finish and/or individual component[s]) and machinery (component[s], gasket[s], and etc.),
including, but not limited to, insulated or otherwise coated mechanical, electrical, and plumbing line(s); concrete and/or
asphalt footing(s), road(s)/drive(s), etcetera; and domestic water and/or sewer line(s)/piping.
ASSESSMENT
Asbestos containing material(s) identification was performed by visualizing each room/space/material reported to be
impacted by a planned renovation/remediation and determining/documenting the physical condition(s), friability,
accessibility, and/or estimated quantity(ies) of suspect asbestos containing material(s). As applicable, suspect
construction/finish building material(s) was/were also categorized into homogeneous area(s) defined as being uniform in
texture, color, and date of application. A sampling scheme was then developed based upon the material(s) type(s),
location(s), and quantity(ies). Representative bulk sample(s) for laboratory analysis(es) was/were subsequently obtained in
the aforementioned involved/affected area(s).
Asbestos bulk sampling followed the United States Environmental Protection Agency (EPA) 40 Code of Federal
Regulations (CFR) Part 763 “Asbestos-Containing Materials in Schools, Final Rule” (AHERA) and 40 CFR Part 61, Subpart
M (Asbestos NESHAP). Note, the local EPA Asbestos NESHAP authority for Orange County and the urban portions of
Los Angeles, Riverside, and San Bernardino counties is the South Coast Air Quality Management District (SCAQMD).
Under its Rule 1403, the SCAQMD requires pre-renovation/remediation surveys for asbestos in any institutional,
commercial, public, industrial or residential structure, installation, or building.
Asbestos bulk sample(s) was/were collected by extracting a section of selected material, placing it into a sampling container,
and assigning each a unique sample number. CA Environmental personnel performed proper decontamination procedures
to prevent the spread of contamination between sampling events. The sample(s) was/were then either hand delivered or
shipped to an analyzing laboratory. Each bulk sample was recorded on a sample log and possession of the sample(s) was
tracked by chain of custody (COC) record.

ANALYSIS
Each collected bulk sample was analyzed for asbestos content at one or more of the following: SGS Forensic Analytical
Laboratories, Inc. (SGSFL) at 20535 South Belshaw Avenue, Carson, CA 90746 ([310] 763 -2374); LA Testing at 520
Mission Street, South Pasadena, CA 91030 ([800] 303-0047); LA Testing Huntington Beach at 5431 Industrial Drive,
Huntington Beach, CA 92649 ([714] 828-4999); LA Testing Ontario at 4335 E. Airport Drive, Unit 110, Ontario, CA 91761
([909] 295-6825); and/or Micron Environmental Labs, Inc. (Micron) at 3565 Lexington Avenue, El Monte, CA 91731 ([626]
454-4782). A total of 6 asbestos bulk sample(s) was/were obtained during the survey.
For this investigation, asbestos bulk(s) was/were analyzed by Polarized Light Microscopy (PLM) and/or PLM Point Count
Procedure in accordance with EPA-600/R-93/116 and/or 600/M4-82-020, “[Interim] Method for the Detection of Asbestos
in Bulk [Insulation] Samples” at SGSFL. SGSFL, LA Testing, LA Testing Huntington Beach, LA Testing Ontario, and
Micron are United States Department of Commerce National Institute of Standards and Technology (NIST) National
Voluntary Laboratory Accreditation Program (NVLAP) accredited for asbestos fiber analysis using PLM (SGSFL NVLAP
Lab Code 101459-1; LA Testing NVLAP Lab Code 200232-0; LA Testing Huntington Beach NVLAP Lab Code 101384-
0; LA Testing Ontario NVLAP Lab Code 600239 -0; Micron Lab Code 200294-0). SGSFL, LA Testing, LA Testing
Huntington Beach, LA Testing Ontario, and Micron are also accredited for bulk asbes tos analysis through the California
State Environmental Laboratory Accreditation Program (SGSFL ELAP, Lab ID 1366; LA Testing ELAP, Lab ID 2283; LA
Testing Huntington Beach ELAP, Lab ID 1406; LA Testing Ontario ELAP, Lab ID 3053; Micron ELAP, Lab ID 2297).
RESULTS
Laboratory analysis(es) did not detect the presence of asbestos in any of the collected and analyzed sample(s). See table
below and attached laboratory report and COC for additional information.

4: Be advised, Rule 1403 of the SCAQMD requires disposal of waste containing any amount or concentration of asbestos at an EPA -approved
hazardous waste landfill. Moreover, composite analysis(es) results are not valid for determining disposal practices within SCAQMD dominion. Any
included composite analysis(es) results are for use outside of SCAQMD jurisdiction only.
Asbestos-containing material (ACM) is defined as any material containing more than one% asbestos. A friable ACM means
any material containing more than one% asbestos which has been applied on ceilings, walls, structural members, piping,
duct work, or any other part of a building that when dry may be crumbled, pulverized, or reduced to powder by ha nd
pressure.
In California, the removal or disturbance of 100 square feet or more of asbestos-containing construction material (ACCM -
material with asbestos content greater than 0.1%) must be performed by a contractor certified by the California Contractor's
State License Board (CSLB) and an employer/contractor registered with DOSH to perform asbestos-related work. All other
occupational health and safety work rule(s) requirements also apply; particularly those from Title 8 CCR Section 1529.
Additionally, under SCAQMD Rule 1403, a Procedure 5 (Approved Alternative) work plan is required where any amount
of disturbed (damaged) ACM is identified. Please contact your county, city, and/or local air pollution control district
(APCD) or air quality management district (AQMD) for any additional, location-specific requirements.
DISCUSSION
It is CA Environmental’s professional opinion that since the material(s) tested did not contain asbestos, the planned
renovation/remediation project can proceed.
Where applicable, follow current Federal, State, and local statutes that specify notification, work practice, and handling
requirements for asbestos renovation and/or remediation activities, and the associated storage and disposal of asbestos
containing waste material(s).
Asbestos containing building material(s)/components not identified in this report may be present within hidden and/or
concealed areas of the home/property. Locations and conditions of building material(s)/component(s) assessed and sampled
was/were based on visual observation at the time of this survey. Listed quantities are only estimates and should be
independently verified and are not to be used for bidding purposes.
LIMITATIONS
CA Environmental warrants that our services are performed within the limits prescribed by our client with the usual
thoroughness and competence of the environmental profession.
Any recommendations in this report are professional opinions solely based on visual observatio ns and analytical/analyzer
analyses, as described in this report.
