B23-1400 - 32415 ORCHARD DRFINAL 03/06/2024 10 18 23 THE FARM SJC COMMUNITY ASSOCIATION Plan Check Comments and Recommendations Date: 09-08-2023 Property Address: Fratemi Residence 32415 Orchard San Juan Capistrano, CA 92675 Scope of Work: Front, s ide and rear yard improvements including hardscape and softscape including planting, artificial turf, built-in barbecue, water feature, a/c unit relocation , built-in bench and paving. Plan Check Review: #1 Status: Approved with conditions. __________________________________________________________________________ After review of the submitted landscape improvement plan s, it has been determined that the plans are in conformance with the community guidelines and are therefore approved with the following conditions: 1. The i nterior of the perimeter walls in the rear yard are not permitted to be modified. DO NOT refinish with smooth stucco. Do not modify walls. Plan shows “Backyard Garden Wall: Smooth stucco walls with top cast concrete caps.” If this is referring to builder installed perimeter walls, this is not permitted. 2. No Avocado trees are permitted. Mature avocado trees will reach up to 40-feet in width and not be appropriate in the space proposed. 3. A maximum of four (4) fruit trees is allowed. Too many fruit trees can attract rodents. Please replace trees so that a maximum of four (4) are fruiting. 4. Per community fire protection plan approved and enforced by OCFA, no Cypress species are permitted. Do not install any plant materials from the Cupresses Sempervirens species. 5. Front yard planter walls must be setback a minimum of three feet from the back of sidewalk. 6. Barbecue, firepit and must maintain a minimum of a three-foot setback from perimeter lines/property lines AND must meet setback requirements per city guidelines. Do not install any components within setback(s); both setbacks (city and community) must be met. 7. Barbecue bar island and water feature must be screened with vertical plant materials. 8. Builder installed perimeter walls cannot be modified. The installation of a new gate on the left side of the residence will require board approval. Please acquire board approval prior to any installation of a second new gate. 9. Per community fire protection plan approved and enforced by OCFA, no combustible materials can be used for fences and gates. No wood fences and gates are approved. Please only install gate made of non -combustible materials. Any gate installed made of a combustible material will not be approved and must be replaced at the owners expense. 10. Any new sliding doors and/or windows must match the existing doors and windows installed. This includes window frame, tint of glass, and overall style and appearance. This improvement must appear seamless and appear a part of the original house architecture including stucco and painting. Windows and/or doors that do not match the existing residence will be denied final approval. 11. Relocation of air conditioning units must be approved by the city of San Juan Capistrano. 12. Fountains/water features/urns in the rear yards must maintain a three-foot setback from property lines and perimeter walls. 13. All trees must be installed with root barriers. Any trees that have droppings must maintain an eight-foot setback from perimeter walls and property line and must be maintained to stay within property lines. 14. All drainage must tie into the existing builder installed drainage system. 15. Do not disturb builder installed perimeter walls when installing any plant materials. Vine plant material should be staked on trellises and installed one-foot from perimeter walls. 16. Any raised planters cannot hold soil directly against neighboring wall, perimeter walls and/or fences. Raised planters must contain soils on all four sides, so that builder installed walls, neighboring walls, and/or fences do not retain soil. Planters with built-in bench must be built with a subwall between soil and perimeter wall. 17. No plant materials on the community undesirable plant palette are permitted. 18. Gas lines must be installed per all local guidelines and requirements. GENERAL NOTES: A. Construction of any improvement prior to receipt of approval or deviation from approved plans is a violation of the master declaration, and in such event; the owner may be required to remove the unauthorized improvements at owner’s sole cost and expense. B. This application approval does not constitute City or County approval. The Owner must contact local regulatory agencies and be sure that he or she is following all building and zoning regulations in force. ___________________________________________ Architectural Design Review
