CHC Minutes-2024-02-27 MINUTES February 27, 2024 SAN JUAN CAPISTRANO CULTURAL HERITAGE COMMISSION REGULAR ORGANIZATION: Chair Ronan called the Regular Meeting of February 27, 2024, of the Cultural Heritage Commission of the City of San Juan Capistrano to order at 4:31 p.m. ROLL CALL: CULTURAL HERITAGE COMMISSIONERS PRESENT: Commissioners Ann Ronan, Paul Lopez, Anna Dickinson, and Jan Siegel. COMMISSIONER ABSENT: Kristina Perrigoue STAFF PRESENT: Laura Stokes, Principal Planner Paul Garcia, Principal Planner Agenda items are presented in the originally agendized format for the benefit of the minutes reader but were not necessarily heard in that order. ORAL COMMUNICATIONS: Steve Behmerwohld CONSENT CALENDAR: Commission Action: Moved by Commissioner Lopez, seconded by Commissioner Dickinson, to approve consent calendar item C1 by a 3-0-1 vote. C1. CULTURAL HERITAGE COMMISSION MINUTES – REGULAR MEETING OF SEPTEMBER 26, 2023, APPROVED AS PRESENTED. ROLL CALL: AYES: COMMISSIONER: Ronan, Lopez, and Dickinson. NOES: COMMISSIONER: None. ABSTAINED: COMMISSIONER: Siegel. PUBLIC HEARINGS: CHC Action Minutes 2 February 27, 2024 1. Consideration of Site Plan Review (SPR) 23-001 and a determination of physical and aesthetic compatibility with structures and places identified on the Inventory of Historic Cultural Landmarks (IHCL): A request to allow for the removal and relocation of a historic-era barn, referred to as the Garage Barn, an accessory structure located on property listed on the City’s IHCL and the National Register of Historic Places (NRHP), Domingo Yorba Adobe and Casa Manuel Garcia Adobe, addressed as 31841 Camino Capistrano (APN 121-150-28) and finding that said action is exempt from the California Environmental Quality Act (CEQA) pursuant to state CEQA guidelines Sections 15303, 15311, and 15332. The historic-era barn would be rehabilitated and adapted for reuse as a dining area, cold storage, and preparation space for Heritage Barbecue located at 31721 Camino Capistrano (APN: 124-181-02) (Applicants: 31871 Camino Capistrano, LLC and SJC Mission Ventures, LLC) (Project Manager: Paul Garcia, Principal Planner). Paul Garcia, Principal Planner, provided a staff presentation and responded to Commission questions. Commission Action: COMMISSIONER Dickinson made a motion, seconded by COMMISSIONER Lopez, approving SPR 23-001 to allow for the removal and relocation of the Garage Barn from 31841 Camino Capistrano; and finding that the proposed land use improvements at 31721 Camino Capistrano (Heritage Barbecue) are of physical and aesthetic compatibility with adjacent IHCL structures, as described in City Council Policy 603. The motion passed by a 4-0 vote. ROLL CALL: AYES: COMMISSIONER: Ronan, Lopez, Dickinson, and Siegel. NOES: COMMISSIONER: None. ABSENT: COMMISSIONER: None. ABSTAINED: COMMISSIONER: None. NEW BUSINESS: None UNFINISHED BUSINESS: 1. Verbal discussion regarding Historic Preservation Month activities for 2024 (Project Manager: Laura Stokes, Principal Planner). All Commissioners discussed plans for 2024 Historic Preservation Month. No one provided public testimony. Commission Action: COMMISSIONER Dickinson made a motion, seconded by COMMISSIONER Lopez, to have the Ad Hoc Committee proceed with items as discussed and authorize to proceed with marketing ad verbiage if Commission CHC Action Minutes 3 February 27, 2024 does not meet in March, and direct staff to agendize further discussion on Historic Preservation Month activities for 2024 at the next Cultural Heritage Commission meeting.
