B23-0693 - 25998 MEADOW DRFINAL 11/20/2023 THE FARM SJC COMMUNITY ASSOCIATION Plan Check Comments and Recommendations Date: 04-10-2023 Property Address: Dickerson Residence 25998 Meadow San Juan Capistrano, CA 92675 Scope of Work: Front, side, and rear yard improvements including hardscape and softscape including built-in barbecue, counter, patio cover, planting, concrete, and paving. Plan Check Review: #1 Status: Approved with conditions. __________________________________________________________________________ After review of the submitted landscape improvement plans, it has been determined that the plans are in conformance with the community guidelines and is therefore approved with the following conditions: 1. Front yard hardscape like pilasters, steps and planter walls must be set back a minimum of three-feet from back of sidewalk. Do not install hardscape closer than three-feet from the sidewalk. The first three-feet should be plant material only. 2. No patio cover detail was submitted with application. Patio covers shall be constructed in accordance with the noncombustible materials requirements of the Fire Protection Plan described in Section 2.2 of the Declaration. Subject to the Fire Protection Plan and City requirements, patio covers may be a maximum of ten (10) feet high from the grade to the highest point. The appearance of patio covers must be consistent with the appearance of the house, but at all times consistent with the requirements of the Fire Protection Plan. The color must match the house trim or the wall color. 3. Fountains/water features/urns in the rear yards must maintain a three-foot setback from property lines and perimeter walls. 4. Any trees that have droppings must maintain an eight-foot setback from perimeter walls and property lines. Please confirm there is enough space for citrus trees in this side yard. Fruit trees must be maintained to not allow droppings onto the adjacent lot. 5. All trees must be installed with root barriers. 6. Storage must be screened from street view with vertical plant materials installed between the storage and perimeter walls. Per guidelines: The top of the building must be below the top of the wall and the area between the accessory structure and the property line or wall shall be landscaped so that the appearance of the accessory structure is screened from any street, Common Area, patio, or private rear yard. Please consider leaving planter space for plant materials for future storage area. 7. Per community fire protection plan approved by OCFA, no combustible materials can be used for fences and gates. No wood fences and gates are approved. Please replace both wood designs with non-combustible material versions. 8. Barbecue must maintain a minimum of a three foot setback from perimeter lines/property lines AND must meet setback requirements per city guidelines. Do within setback(s); both setbacks (city and community) must be met. 9. Plan does not specify whether this is an in-ground spa or above ground spa. No equipment location has been shown on plans. In-ground spa must be located a minimum of five-feet from perimeter walls/property lines. Above ground spa must be must back a minimum of two-feet from perimeter walls/property lines. In-ground spas must be submitted and approved by the city to be considered approved by design review committee. Must meet setback requirements for both city and DRC. In-ground spa equipment must maintain a minimum of four-feet from perimeter walls/property lines. 10. Please be sure that front yard planting is dense upon installation. No large areas of bare dirt are permitted. Please install dark brown mulch between all plant materials. Front yard plant materials must be sufficient for final approval. 11. Do not disturb builder installed perimeter walls when installing any plant materials. Vine plant material should be staked on trellises and installed one-foot from perimeter walls. 12. All drains must tie into existing drainage system. Please review and follow all drainage guidelines. 13. Any raised planters cannot hold soil directly against neighboring wall, perimeter walls and/or fences. Raised planters must contain soils on all four sides, so that builder installed walls, neighboring walls, and/or fences do not retain soil. GENERAL NOTES: A. Construction of any improvement prior to receipt of approval or deviation from approved plans is a violation of the master declaration, and in such event; the owner may be required to remove the unauthorized improvements at owner’s sole cost and expense. B. This application approval does not constitute City or County approval.
