2. ROLL CALL: Chair Ann Ronan, Vice-Chair Paul Lopez, Commissioners Anna Dickinson, Kristina Perrigoue, and Janet Siegel.
3. PLEDGE OF ALLEGIANCE B. ORAL COMMUNICATIONS: Persons wishing to address the Governing Body on city business that is not
listed on the agenda may do so by email or telephone. Please submit any email

1. Consideration of Site Plan Review (SPR) 23-001 and a determination of physical and aesthetic compatibility with structures and places identified on the Inventory of Historic Cultural Landmarks (IHCL): A request to allow for the removal and relocation of a historic-era barn, referred to as the Garage
Barn, an accessory structure located on property listed on the City’s IHCL and the National Register of Historic Places (NRHP), Domingo Yorba Adobe and Casa Manuel Garcia Adobe, addressed as 31841 Camino Capistrano (APN 121-150-28) and finding that said action is exempt from the California Environmental Quality Act (CEQA) pursuant to state CEQA
guidelines Sections 15303, 15311, and 15332. The historic-era barn would be rehabilitated and adapted for reuse as a dining area, cold storage, and preparation space for Heritage Barbecue located at 31721 Camino Capistrano (APN: 124-181-02) (Applicants: 31871 Camino Capistrano, LLC and SJC Mission Ventures, LLC) (Project Manager: Paul Garcia, Principal
