SAN JUAN CAPISTRANO CULTURAL HERITAGE COMMISSION REGULAR ORGANIZATION:
Chair Ronan called the Regular Meeting of September 26, 2023, of the Cultural Heritage Commission of the City of San Juan Capistrano to order at 4:31 p.m. ROLL CALL:
CULTURAL HERITAGE COMMISSIONERS PRESENT: Commissioners Ann Ronan, Paul
Lopez, Anna Dickinson, and Kristina Perrigoue. COMMISSIONER ABSENT: Jan Siegel
STAFF PRESENT: Laura Stokes, Principal Planner
Paul Garcia, Principal Planner Agenda items are presented in the originally agendized format for the benefit of the minutes reader but were not necessarily heard in that order.
PLEDGE OF ALLEGIANCE: Chair Ronan led the Pledge of Allegiance.

CONSENT CALENDAR: Commission Action: Moved by Commissioner Lopez, seconded by Commissioner Dickinson, to approve consent calendar item C1 by a 4-0 vote.

1. Introduction of Historical & Cultural Landmark Site Plan Review (SPR) 23-002, Performing Arts Center Project, located on the eastern portion of the City-owned Historic Town Center Park addressed as 31872 El Camino Real (Assessor Parcel Numbers: 124-160-11&12)(Applicant: Dan Almquist, SJC Performing Arts
Center)(Project Manager: Paul Garcia, Principal Planner). Paul Garcia, Principal Planner, provided a staff presentation and responded to Commission questions on the introduction of the project.
Brent Little, representing the Applicant for the project, responded to Commission questions on the introduction of the project. Commission Action: COMMISSIONER Dickinson made a motion, seconded by COMMISSIONER Perrigoue, to accept staff recommendation. The motion
passed by a 4-0 vote. 2. Introduction of the Forster & El Camino Mixed Use Project (Architectural Control 23-001) located on a 3.17-acre area generally located at the intersection of Forster Street and El Camino Real (Assessor Parcel Numbers: 124-160-37, -51, & -52)
Applicant: Dan Almquist, Camino Capistrano OZ, LLC.)(Project Manager: Paul Garcia, Principal Planner). Paul Garcia, Principal Planner, provided a staff presentation and responded to Commission questions on the introduction of the project.

3. Verbal discussion regarding Historic Preservation Month activities for 2024 (Project Manager: Laura Stokes, Principal Planner). All Commissioners discussed plans for 2024 Historic Preservation Month. No one
provided public testimony.

Commission Action: COMMISSIONER Dickinson made a motion, seconded by COMMISSIONER Lopez, to have the Ad Hoc Committee proceed with items as discussed and staff to agendize further discussion on Historic Preservation Month activities for 2024 at the next Cultural Heritage Commission meeting in November. The motion passed by a 4-0 vote.
