Dear Mr. Maryott,
In reference to the above mentioned City tenant on taxpayer owned property, in
reviewing what has been approved by the Planning Commission and the City
Council, I cannot find anything in any records that allows this above mentioned
entity to dump what appears to be raw sewage from from a pipe which is located
just inside the chain link fence of the South Coast Farms/Ecology Center leased
property. This fluid then flows onto the street on Alipaz, into the storm drain ten
feet away, and ultimately San Juan Creek which leads to the ocean.
This open pipe is located between the two driveways at the South Coast
Farms/Ecology Center entrance on Alipaz and is just beyond the chain link fence.
The pipe is only buried at a depth of approximately 3-4 inches (does not meet
code). I. This trench has now been topped with wood chips (see #3 email sent
to you previously).
Why are there no plans for this pipe on file with the City on taxpayer owned
property ?
Why is a trench dug across a public sidewalk which then eliminates ADA access?
By covering the dug out trench with wood chips, it has made the trench a land
mine for anyone walking along the public sidewalk. There are zero warning
signs of a trench. The trench covered with wood chips not taped off.
This is all very similar to the tenant Blenheim on another taxpayer owned
property discharging into the creek on another taxpayer owned property.
I hope you can understand the violations here with the Clean Water Act, health
codes and what appears to be violations of your agreement with Coast Keepers.
A copy of this email is being forwarded to the San Diego Regional Water Quality
Board for additional action as the City is unable to properly manage taxpayer
owned properties to prevent this.
Here is a photo of the trench dug across the public sidewalk (outside of the lease)
eliminating ADA passage on public right of way. You can also see the pipe on
the top left of the photo just beyond the chain link fence. Below is a photo prior
to the wood chips that were added last Wednesday:

The City has previously cited the Ecology Center for a plethora of violations. At
what point in time will the city say enough is enough?
We all know how much Blenheim cost the taxpayers so far and that cost is still
not done. We all know the City had to charge off over $300,000.00 in unpaid
water bills from South Coast Farms. How many more millions will South Coast
Farms/Ecology Center ultimately cost the taxpayers?
