Parking was provided directly on the fields behind South Coast Farms. Chalk lines were marked on the field designating parking spaces to provide parking for up to approximately 100 vehicles. No handicap parking was provided for those 100 parking spaces. For those number of vehicles, the ADA requires four handicap parking places and one van accessible parking. Yet, not one handicap parking spot was provided for these additional 100 parking spots. There was also no designated “Path of Travel” to the fields as required by the ADA. I am unable to find anything in either Planning Commission approvals or City Council approvals that there were any plans to allow parking on the fields. I am also unable to find any type of CEQA report for all of these additional vehicle trips. Below is just one of many photos of the parking in the field documenting that there was not any handicap parking: This project is very similar To the Riding Park and Blenheim where there was no oversight by the City on taxpayer owned property, which ultimately has cost taxpayers millions of dollars and a unknown cost to the taxpayers to continue the cleanup of the Riding Park. At the Planning Commission meeting when the approval of the Ecology Center taking over the master lease of South Coast Farms eight months ago, I brought up the plethora of violations by the Ecology Center on this property. When the Chair of the Planning Commission asked the Deputy City attorney how many violations are needed to terminate the contract. The Deputy City Attorney stated just one. I have documented for you many more than just a single violation. As a physically handicapped person, I feel very discriminated against by the City in not enforcing ADA laws on this taxpayer owned property.
