23-1003_FLOCK GROUP_PowerPoint_F1aExpanded Use of Automated License Plate Readers and Installation of Security Cameras Item F1a October 3, 2023 3 Existing Automated License Plate Reader Locations Fixed license plate reader that uses Flock’s unique Vehicle Fingerprint technology to capture vehicle attributes across two lanes of traffic Key Flock ALPR Features •Access to all privately owned Flock devices within our community that have been shared with law enforcement •Access to Flock statewide and nationwide network •Unlimited users to Flock interface •Search Flock database using Vehicle Fingerprint technology (vehicle type, make, color, license plate, missing or covered plates, and other unique features like bumper stickers, decals and roof racks •Real time alerts connected to a person of interest and vehicles registered in the Department of Justice National Crime Information Center (NCIC) 4 5 Proposed Additional Automated License Plate Reader Locations •Northbound/Southbound Camino Capistrano and Stone Hill Drive (4) •Northbound/Southbound Camino Capistrano at Saddleback Church (2) •Northbound Camino Capistrano at I-5 Freeway Off Ramp (2) •Southbound Camino Capistrano and San Juan Creek Road (2) Proposed Security Camera Locations – 20 cameras Parks and Facilities – 14 cameras Sports Park (2) Historic Town Center Park Northwest Open Space – “Putuidem Village” (2) Los Rios Park (2) Train Depot (2) Cook Park La Novia (2) Descanso Park/Police Services Building (3) Pan, tilt, zoom (PTZ) camera which captures video footage with option to live stream and download as evidence Traffic Signals – 6 cameras La Zanja and Camino Capistrano Del Obispo and Camino Capistrano Ortega Highway and Interstate 5 Freeway Junipero Serra and Camino Capistrano Ortega Highway and Rancho Viejo Road Rancho Viejo Road and Junipero Serra Road 6 Flock Operations •ALPR and security camera data only accessible by Sheriff’s Department personnel •Cloud based system ; Flock owns data unless downloaded by OCSD and used as evidence of a crime •Data retention within Flock system: 30 days for security camera footage and 365 days for ALPR data 7 8 Staff Recommendation •Authorize the City Manager to finalize and execute a one-year amendment to the existing agreement with Flock Safety to install ten additional automated license plate readers and install 20 security cameras at certain City parks, facilities and traffic signals; •Waive the competitive bidding process for this procurement pursuant to Municipal Code Section 3-4.310(e); •Appropriate $150,000 from the General Fund; and, •Find that said action is exempt from CEQA under State CEQA Guidelines Section 15061(b)(3) 9
