Fixed license plate reader that uses Flock’s
unique Vehicle Fingerprint technology to
capture vehicle attributes across
two lanes of traffic

•Access to all privately owned Flock devices within our community that have been
shared with law enforcement
•Access to Flock statewide and nationwide network
•Unlimited users to Flock interface
•Search Flock database using Vehicle Fingerprint technology (vehicle type, make,
color, license plate, missing or covered plates, and other unique features like
bumper stickers, decals and roof racks
•Real time alerts connected to a person of interest and vehicles registered in the

Flock Operations
•ALPR and security camera data only accessible by Sheriff’s Department
personnel
•Cloud based system ; Flock owns data unless downloaded by OCSD and
used as evidence of a crime
•Data retention within Flock system: 30 days for security camera footage
and 365 days for ALPR data

Staff Recommendation
•Authorize the City Manager to finalize and execute a one-year amendment to the
existing agreement with Flock Safety to install ten additional automated license
plate readers and install 20 security cameras at certain City parks, facilities and
traffic signals;
•Waive the competitive bidding process for this procurement pursuant to Municipal
Code Section 3-4.310(e);
•Appropriate $150,000 from the General Fund; and,
•Find that said action is exempt from CEQA under State CEQA Guidelines Section
15061(b)(3)
