SUBJECT: Postage Meter Lease
The City currently utilizes services with Pitney Bowes for monthly lease of a mailing system
meter to print postage. The current Pitney Bowes lease expired October 31, 2022, and has
been month-to-month since. In addition to the lease expiring, the current meter will be out of
compliance with USPS indicia standards beginning 2024. Our office issued a request for
quotes to replace the current machine with an up-to-date mailing system and for monthly lease
services.
The City Clerk’s office received proposals from Pitney Bowes and Quadient (formerly
Neopost). After review and consideration of the proposals received, staff recommends
Quadient for services. Quadient can provide a postage meter in compliance with USPS indicia
standards at a lower rate than Pitney Bowes; and staff preferred the user interface of
Quadient’s meter over Pitney Bowes.
The City Attorney has reviewed and approved the Government Product Lease Agreement.
Staff recommends that the City Manager award the Lease Agreement to Quadient in the lease
amount of $312 per month for a 60-month term. Lease Agreement is include for approval and
signature.
