PLANNING COMMISSION
Regular Meeting August 25, 2020
The public will be able to attend the August 25, 2020
Planning Commission meeting in person.
Please be advised that seating will be limited to maintain a minimum
six-foot (6') distance between attendees. Additionally, attendees are
advised to adhere to California Department of Public Health and
County Public Health Care Agency guidance with respect to the
wearing of a mask or face covering. Execu~ive Order N-29-20 also
allows this meeting to be conducted by teleconference, as specified
below.
To help prevent the spread of novel coronavirus (COVID-19), the City encourages the following:
1. View the Planning Commission meeting live at the City's website
http://sanjuancapistrano.org/lmportant-Links/City-Council-Archived-Meetings. This is especially
important if you, or someone you have had direct contact with, has traveled internationally to a
country experiencing COVID-19, if you have tested positive or are experiencing flu-like symptoms,
if you are over the age of 60 , or if you have underlying health conditions.
2. Participate during the Oral Communication/Public Comment portion of the agenda by calling the
public comment line at (949) 493-1172 at the beginning of the meeting. Individuals will be placed
in a queue until it is their time to speak. The public may also speak by requesting to be called
during the meeting. To make this arrangement, please contact the Secretary at least an hour prior
to the meeting at sklotz@sanjuancapistrano.org or (949) 443-6334.
3. Submit agenda item correspondence to the Planning Commission electronically. Material may be
emailed to sklotz@sanjuancapistrano.org. Please submit correspondence at least one hour prior to
the start of the meeting.
4. Refrain from distributing hard copy material. Email material in advance of the meeting to
sklotz@sanjuancapistrano.org.
s. If you do attend the meeting in person, there is no need to complete a speaker card if you wish to
address the Planning Commission. The Chair will call for speakers prior to each agenda item.

2. ROLL CALL: Chair Tami Wilhelm, Vice-Chair Harrison Taylor,
Commissioners Stan Braden, Lisa Fenning and Howard Hart.
3. PLEDGE OF ALLEGIANCE
B. ORAL COMMUNICATIONS:
Persons wishing to address the. Governing Body on city business that is not
listed on the agenda may do so in person by attending the meeting, by email or
telephone. If you would prefer to submit correspondence or speak by telephone,
please submit your correspondence or request to the Secretary at least an hour
prior to the meeting at sklotz@sanjuancapistrano.org or (949) 443-6334. The
public may also call the agenda public comment line at (949) 493-1172 at the
beginning of the meeting. The Secretary will call persons wishing to speak and/or
receive calls in the order received.
Please limit all comments to 3 minutes.
C. CONSENT CALENDAR:
Items listed on the Consent Calendar are considered routine and will be enacted
by one motion and one vote. There will be no separate discussion of these items.
If discussion is desired, that item may be removed from the Consent Calendar
and will be considered separately.

F. PUBLIC HEARINGS:
1. Consideration of Code Amendment (CA) 19-004 and Rezone (RZ) 20-001,
Northwest Open Space; The Rezone of a City-Owned 65.5-acre property,
known as the Northwest Open Space, from Community Park (CP) to
Specific Plan/Precise Plan (SP/PP) and a Code Amendment to create a
Specific Plan that would include all of the existing uses on the property
and the forthcoming "Putuidem Village" project; and a Determination that
said action is Categorically Exempt from the California Environmental
Quality Act. The property is located north of Junipero Serra Road and

west of Camino Capistrano at 30291 Camino Capistrano (Assessor's
Parcel Numbers 121-050-04, 14, 18, 19, 21, and 998-123-99).

I. ADJOURNMENT: to Tuesday, September 8, 2020, at 6:30 p.m. in the City
Council Chambers.
J. CERTIFICATION: Due to facility closures, the foregoing agenda was posted at
City Hall (Outside Bulletin Board), and on the City's Website by Wednesday,
August 19, 2020, before 5:30 p.m.
