DESIGN REVIEW COMMITTEE
Regular Meeting June 11, 2020
The public will be able to attend the June 11, 2020
Design Review Committee meeting in person.
A mask or face covering is recommended pursuant to the
County Health Officer's Order. Please be advised that
seating will be limited to maintain a minimum six-foot (6')
distance between attendees. Executive O rder N-29-20 also
allows this meeting to be conducted by teleconference, as
specified below.
To help prevent the spread of novel coronavirus (COVID-19), the City encourages the following:
1. View the City Council meeting live at the City's website http://sanjuancapistrano.org/lmportant-
Links/City-Council-Archived-Meetings. This is especially important if you, or someone you have
had direct contact with, has traveled internationally to a country experiencing COVID-19, if you
have tested positive or are experiencing flu-like symptoms, if you are over the age of 60, or if you
have underlying health conditions.
2. Participate during the Oral Communication/Public Comment portion of the agenda by calling the
public comment line at (949) 493-1172 at the beginning of the meeting. Individuals will be placed
in a queue until it is their time to speak. The public may also speak by requesting to be called
during the meeting. To make this arrangement, please contact the Secretary at least an hour prior
to the meeting at dcontreras@sanjuancapistrano.org or (949) 443-6320.
3. Submit agenda item correspondence to the Design Review Committee electronically. Material
may be emailed to dcontreras@sanjuancapistrano.org. Please submit correspondence at least
one hour prior to the start of the meeting.
4. Refrain from distributing hard copy material. Email material in advance of the meeting to
dcontreras@sanjuancapistrano.org.
5. If you do attend the meeting in person, there is no need to complete a speaker card if you wish to
address the Design Review Committee. The Chair will call for speakers prior to each agenda item.

Americans with Disabilities Act. Persons with special

reasonable arrangements to ensure accessibility.

A. ORGANIZATION
1. CALL TO ORDER: 4:30 p.m. -City Council Chamber
2. ROLL CALL: Committee Members Stan Braden, Bob Cardoza and Geoff
Sumich.
B. ORAL COMMUNICATIONS:
Persons wishing to address the Governing Body on city business that is not
listed on the agenda may do so in person by attending the meeting, by email or
telephone. If you would prefer to submit correspondence or speak by telephone,
please submit your correspondence or request to the Secretary at least an hour
prior to the meeting at dcontreras@sanjuancapistrano.org or (949) 443-6320.
The public may also call the agenda public comment line at (949) 493-1172 at
the beginning of the meeting. The Secretary will call persons wishing to speak
and/or receive calls in the order received.
Please limit all comments to 3 minutes.
C. CONSENT CALENDAR:
Items listed on the Consent Calendar are considered routine and will be enacted
by one motion and one vote. There will be no separate discussion of these items.
If discussion is desired, that item may be removed from the Consent Calendar
and will be considered separately.

E. UNFINISHED BUSINESS:
1. Continued Consideration of Reorganization of the Design Review
Committee: Selection of Chairperson and Vice Chairperson (Project
Manager: David Contreras, Principal Planner).
F. NEW BUSINESS:
1. The Juan Hills Golf Course (Project Manager: Sergio Klotz, Assistant
Director). Consideration of an Architectural Control (AC) 17-031, Zone
Variance (ZV) 18-004, Sign Permit (SP) 18-043, Grading Plan Modification
(GPM) 18-008 & Floodplain Land Use Permit (FP) 18-002; San Juan Hills
Golf Club: a request to relocate and reconfigure an existing driving range,
construct a new parking lot, new ancillary structures and landscaping, a
new 50 to 80 foot tall safety net for the relocated driving range, a new

monument sign and development within a Flood Zone located at 32120
San Juan Creek Road (Assessor Parcel Number 666-011-
027)(Applicant: Robert Harding)(Project Manager: Sergio Klotz, Assistant
