PC Minutes-2023-03-22 MINUTES March 22, 2023 SAN JUAN CAPISTRANO PLANNING COMMISSION REGULAR MEETING ORGANIZATION: Chair Wilhelm called the Regular Meeting of March 22, 2023, of the Planning Commission of the City of San Juan Capistrano to order at 5:02 p.m. ROLL CALL: PLANNING COMMISSIONERS PRESENT: Commissioners Tami Wilhelm, Matt Gaffney. Anna Dickinson, Stan Braden, and Darren Fancher. COMMISSIONER ABSENT: None. STAFF PRESENT: David Contreras, Principal Planner Laura Stokes, Senior Planner Alisha Winterswyk, Deputy City Attorney Agenda items are presented in the originally agendized format for the benefit of the minutes’ reader but were not necessarily heard in that order. PLEDGE OF ALLEGIANCE: Commissioner Fancher led the Pledge of Allegiance. NOES: COMMISSIONER: None ABSENT: COMMISSIONER: None ABSTAINED: COMMISSIONER: None UNFINISHED BUSINESS: None. Planning Commission Action Minutes 2 March 22, 2023 NEW BUSINESS: None. PUBLIC HEARINGS: 1. Consideration of Architectural Control 22-012 and Sign Program (SP) 23-002; Capistrano Valley Toyota, A request for approval of a proposed building remodel that includes a new 4,798 square foot addition, and a modification to the approved sign program for the Capistrano Valley Toyota dealership located at 33395 Camino Capistrano (Assessor Parcel Number 121-240-75) and finding said action is Categorically Exempt from California Environmental Quality Act (CEQA) per Section 15301(Applicant: Capistrano Valley Toyota, c/o Goree Whitfield). CONTINUED FROM THE MARCH 8, 2023, PLANNING COMMISSION MEETING. Laura Stokes provided the staff presentation and responded to questions. Chair Wilhelm opened the public meeting and Steve Behmerwohld provided public testimony. Commission Action: COMMISSIONER Braden made a motion, seconded by COMMISSIONER Gaffney, to continue the public hearing for Architectural Control 22-012 and Sign Program (SP) 23-002 to the April 26, 2023, Planning Commission meeting to allow the applicant additional time to address Commission comments. NOES: COMMISSIONER: None RECUSED: COMMISSIONER: None ABSTAINED: COMMISSIONER: None INFORMATION ITEM: None. COMMISSION/STAFF COMMENTS: 1. Commissioner Dickinson wished the Commissioners well as she would no longer be serving on the Commission. 2. David Contreras, Principal Planner, related that if the Commission wants hard copies of the agenda items in the future to request them of Administrative Coordinator, Christina Gomez, upon receipt of the electronic agenda. 3. At the request of Chair Wilhelm, Commissioner Braden provided information on the City Council’s Policy on the Design Review Committee’s duties. Planning Commission Action Minutes 3 March 22, 2023 4. Chair Wilhelm noted that Swallow’s Day Parade was scheduled for Saturday March 25, 2023. ADJOURNMENT: There being no further business, Chair Wilhelm adjourned the meeting at 6:21 p.m. to Wednesday, April 12, 2023, at 5:00 p.m. in the City Council Chamber at the Nydegger Building - 31421 La Matanza Street, San Juan Capistrano.
