22-1001_WOOD ENVIRONMENTAL & INFRASTRUCTURE SOLUTIONS, INC._Staff MemoMEMORANDUM DATE: October 1, 2022 TO: Ben Siegel, City Manager FROM: Tom Toman, Public Works Director Joe Parco, City Engineer Jeremy Hohnbaum, Senior Civil Engineer SUBJECT: Wood Environmental & Infrastructure Solutions, Inc.: Support Services for Environmental Mitigation for the Riding Park and San Juan Creek Stream Bank Restoration Project (CIP 20202) The City’s Capital Improvement Program (CIP) budget – going back to Fiscal Year 2019- 2020 - includes funding related to the design, environmental, and project management services for the Arizona Crossing Removal and Stream Bank Restoration Projects involving San Juan Creek adjacent the City’s Eastern Open Space property. Pursuant to the consent decree with Coastkeeper, the City is required to meet certain project milestones. To implement these milestones and requirements outlined in the consent decree, regulatory conditions set forth by the California Department of Fish and Wildlife have been required for compliance. Wood Environment & Infrastructure Solutions Inc. (Wood) has been working on the design and regulatory permitting associated with the above-mentioned projects and has the requisite institutional knowledge necessary to meet the conditions of the consent decree. Consequently, to ensure these conditions are met in the available schedule, the expertise and background of Wood is required. The cost for the proposed scope of work ($44,940), that includes the continued development and implementation of a Habitat Mitigation and Monitoring Plan, an Incidental Take Permit, and California Rapid Assessment Method monitoring and reporting services, has been budgeted for in the approved Fiscal Year 2022-2023 CIP Budget. Additionally, Wood Environmental is listed on the City’s approved list of qualified consultants (i.e., the Master Consultant List) for individual projects under $45,000. Therefore, staff recommends approval of the attached Professional Services Agreement with Wood Environmental and issuance of a new Purchase Order to provide services related to the environmental mitigation requirements set forth by the regulatory agencies.
