Description:
Golden Bell Products, Inc. (“Golden Bell”), sprays the EPA approved
INSECTA product into sewer manholes to control roaches from infesting
the structure. The product warranty is 2 years. Each year Golden Bell
sprays manholes within one section of the City.

Bidding:
This is a sole source contract authorized under Section 3-4.306(e)(2) of the
San Juan Capistrano Municipal Code. Golden Bell is the only authorized
California distributor and applicator of the INSECTA product provided by
JABco Manufacturing Company. The INSECTA product is the only product
of its type for use in sewer manholes that is also EPA approved.
Staff Analysis & Recommendation
The spraying of the INSECTA product keeps roaches from living inside the sewer manhole
structures where they typically live and spread. An infestation in a manhole makes completing
maintenance on the structures difficult. In addition, roaches can breed in these conditions and
spread to neighboring homes. Steve May has approved this process for completion prior to
September 1, 2021, in consultation with Santa Margarita Water District. September 1, 2021 is the
planned date for the proposed transfer of water and sewer services.

If Golden Bell would complete the treatment before 9/1/21, then I would say go ahead. If not,
then leave it out and let SMWD deal with it. Doing the treatment is to the benefit of City
residents, so it would be good to get it done before the annexation. However, if it’s not going
to be done before the annexation, then no need to bother.

Hi Steve,
I’m taking a bunch of UD agreements to CC at one time under an Omnibus type of agenda,
(ie chemical agreements and such).
I didn’t have Golden Bell on the list but wondering if there is any issue adding them to the
list.
If you recall, the coat a third of the city sewer manholes each year with a roach eradication
treatment.
I had to wait quite a while this past year for SMWD to respond which they never actually did
before you gave the go ahead.
What’s your thoughts please?

Sole Source Justification
Within the State of California Golden Bell Products has the sole source right for the
application and distribution of Insecta. Golden Bell Products has provided the
service and product that is used in sewer manholes for the control of cockroaches
since October of 1998, when the first test area was treated in the State of
California.
Insecta is the only registered product of its type and active ingredient labeled for
use in sewer manholes. The product is a formulated product, which is produced in
an EPA approved establishment. The product comes ready to use and since it is a
polymerized product there is no field mixing required, (which is not the case with
any additive type product). Insecta has been tested and applied by Orange County
Sanitation Districts and has proven to be effective standing up to the eighteen-
month guarantee provided by Golden Bell and the product manufacturer.
Additionally, this product is used and approved by Los Angeles County Sanitation
District and approximately 70 other cities and agencies within the state of California.
Over the past 22 years Golden Bell Products has provided this service with minimal
price increases. Finally, Golden Bell Products is a local vendor that holds the correct
licensing for application of pesticides in sewer manholes. Golden Bell Products is
licensed by the California Agricultural Department of Pesticide Regulation. Holding a
QAL license with the required categories A, C and N and a Pest Control Business
License. Golden Bell carries and maintains all current registrations with all the
County Agricultural Commissioners in each of the counties they apply the Insecta
pesticide in.
The accompanying letter from the manufacturer of Insecta shows Golden Bell
Products as the sole source for the application and distribution of Insecta in the
State of California.
