PC Minutes-2022-09-14 MINUTES September 14, 2022 SAN JUAN CAPISTRANO PLANNING COMMISSION REGULAR MEETING TELEPHONIC/VIDEO CONFERENCE MEETING ORGANIZATION: Chair Wilhelm called the Regular and Telephonic Conference Meeting of September 14, 2022, of the Planning Commission of the City of San Juan Capistrano to order at 5:02 p.m. ROLL CALL: PLANNING COMMISSIONERS PRESENT: Commissioners Tami Wilhelm, Anna Dickinson, and Darren Fancher. PLANNING COMMISSIONER ATTENDING BY TELEPHONE: Commissioner Matt Gaffney. Consideration of Code Amendment (CA) 20-001, Amendment to the Mammoth Offices Planned Community Comprehensive Development Plan (CDP) 90-001: A request to amend CDP 90-001 to allow a church use, with up to five ancillary residences for employees, as a conditionally permitted use on two vacant parcels located at 29402 Rancho Viejo Road (APNs: 650-011-34/39) (Project Manager: Laura Stokes, Senior Planner). Chair Wilhelm opened the public hearing and no one provided public testimony. Commission Action: COMMISSIONER Fancher made a motion, seconded by COMMISSIONER Dickinson, to continue the public hearing for Code Amendment (CA) 20-001 to the September 28, 2022, Planning Commission meeting. Consideration of Conditional Use Permit (CUP) 22-002, Verizon Wireless “Del Obispo” Cellular Facility; a request for approval to construct an unmanned telecommunications facility, including a freestanding 35-foot tall tower designed as a faux Eucalyptus tree and a 229-square foot equipment enclosure with an 8-foot tall concrete masonry wall located at the rear southwest corner of the parking lot of the existing Capistrano Toyota Vehicle Dealership, located at 33395 Camino Capistrano (Assessor Parcel Number 121-240-75) (Applicant: Verizon Wireless c/o TSJ Consulting Inc.) (Project Manager: Laura Stokes, Senior Planner). Laura Stokes, provided the staff presentation and responded to questions. Commission Action: COMMISSIONER Dickinson made a motion, seconded by COMMISSIONER Fancher, to adopt a resolution conditionally approving Conditional Use Permit (CUP) 22-002 for the Verizon Wireless “Del Obispo” Cellular Facility with additional language to Condition 2.4, as read into the record by Secretary Rojas, that “The faux eucalyptus tree shall be maintained in accordance with these design specifications to the satisfaction of the Director of Development Services.” The motion passed by a 4-0 vote. Consideration of Grading Plan Modification (GPM) 21-030 & Zone Variance (ZV) 21-010; Huang Residence: A request to modify the grade on a vacant parcel to accommodate a new single-family residence and related accessory structures at 30752 Fox Run Lane (Assessor Parcel Number: 650-331-12). The proposed grading activities involve 3,900 cubic yards of cut and 3,900 cubic yards of fill, resulting in a balanced site, with a series of retaining walls up to 10’ in height. The Applicant is also seeking approval for a zone variance to allow for a reduction of the minimum 150-foot front yard setback (Applicant: Alex Villalpando, C.J. Light Associates) (Project Manager: Paul Garcia, Senior Planner). Paul Garcia, provided the staff presentation and responded to questions. Commission Action: COMMISSIONER Fancher made a motion, seconded by COMMISSIONER Dickinson, to adopt a resolution approving Grading Plan Modification (GPM) 21-030 and Zone Variance (ZV) 21-010, as conditioned.
