PC Minutes-2022-10-26 MINUTES October 26, 2022 SAN JUAN CAPISTRANO PLANNING COMMISSION REGULAR MEETING TELEPHONIC/VIDEO CONFERENCE MEETING ORGANIZATION: Chair Wilhelm called the Regular and Telephonic Conference Meeting of October 26, 2022, of the Planning Commission of the City of San Juan Capistrano to order at 5:02 p.m. ROLL CALL: PLANNING COMMISSIONERS PRESENT: Commissioners Tami Wilhelm, Matt Gaffney. Anna Dickinson, Stan Braden, and Darren Fancher. COMMISSIONER ABSENT: None. STAFF PRESENT: Joel Rojas, Development Services Director Paul Garcia, Senior Planner STAFF ATTENDING BY TELEPHONE: Alisha Winterswyk, Deputy City Attorney Agenda items are presented in the originally agendized format for the benefit of the minutes’ reader but were not necessarily heard in that order. PLEDGE OF ALLEGIANCE: Commissioner Gaffney led the Pledge of Allegiance. ORAL COMMUNICATIONS: CONSENT CALENDAR: Commission Action: Moved by Commissioner Dickinson, seconded by Commissioner Braden, to approve consent calendar items C1 and C2. Motion passed by a 4-0-1 vote with Commissioner Fancher abstained. C1. FINDING THAT CONDUCTING TELEPHONIC/VIRTUAL MEETINGS FOR THE REGULAR OPEN SESSION MEETINGS AS ALLOWED PER ASSEMBLY BILL 361, PROMOTES SOCIAL DISTANCING DURING THE COVID-19 PANDEMIC. APPROVED. C2. Consideration of Sign Permit (SP) 22-018, Fairmont Schools Electronic Message Center (EMC) Sign: A request to allow an 18.8 square-foot building mounted EMC sign to be installed on the main entry building façade of Fairmont Schools, located at 26333 Oso Road (APN:121-070-68). Also, a request to allow a sign exception to the Land Use Code to allow the entirety of the EMC sign to be internally illuminated. (Applicant: Scott Hampton, Yesco Signs LLC) (Project Manager: Paul Garcia, Senior Planner). Paul Garcia, provided the staff presentation and responded to questions. Casey Macintosh, Dean of Fairmont Schools, provided a presentation and responded to questions. Chair Wilhelm opened the public meeting and no one provided public testimony. Commission Action: COMMISSIONER Wilhelm made a motion, seconded by COMMISSIONER Braden, to adopt a resolution approving Sign Permit (SP) 22-018 to allow an 18.8 square-foot building mounted Electronic Message Center sign to be installed on the main entry building façade of Fairmont Schools, located at 26333 Oso Road and a sign exception to the Land Use Code to allow the entirety of the Electronic Message Center sign to be internally illuminated and finding that said actions are exempt from CEQA review pursuant to Class 11 categorical exemption. The motion included a modification to the conditions of approval to allow for the sign to remain illuminated past sunset for on-campus special events and that there shall be no commercial advertising displayed on the sign.
