MEMORANDUM OF UNDERSTANDING
BETWEEN
ORANGE COUNTY WATERWORKS DISTRICT #4
AND THE
ORANGE COUNTY WATERWORKS DISTRICT #4 EMPLOYEES ASSOCIATION
WHEREAS, representatives for the District and the Association have
met and conferred and have reached a mutual understanding concerning
certain employer-employee matters,
NOW THEREFORE, it is mutually agreed by Orange County Waterworks
District #4 and the District's Employees Association that the
following shall constitute their Memorandum of Understanding:
1. Salary
The District will provide a general cost -of -living increase
of 7.4% effective July 1, 1979.
2. Flexible Workweek
The District agrees to study the feasibility of establishing
a flex -time work week.
3. Unused Sick Leave Reimbursement
Effective July 1, 1979, an employee who terminates employment
with the District, or an employee's estate, shall be compensated
in cash for unused sick leave based on the following:
Length of 'S'ervice
Less than 2 years
2 to less than 15 years
15 to less than 20 years
20 or more years
Unused Sick Leave

There shall be no limitation on unused sick leave eligible
for cash compensation.

4. Retirement System Contribution
The District will pay into each employee's retirement account
the increased cost of said employee's contribution to the
Orange County Employee's Retirement System Mandated by action
of the Orange County Board of Supervisors, provided that:
a. The said action by the Board is taken and made
effective prior to July 1, 1980.
b. The cost to the District is limited to the actual
cost of each employee's increased contribution up
to 3.6% of the employee's gross payroll on an
annualized basis' if the aggregate cost to the
District of the increase is less than 3.6% on an
annualized basis, the employees will receive the
difference in a uniform percentage across the
board salary increase.
C. The District's agreement to pay such increased
retirement contribution does not obligate the
District to pay any future increases in excess
of the said 3.6%.
5. Continuation of Present Terms and Conditions of Employment
That all terms and conditions of employment for District
employees shall remain in full force and effect for the
term of this Memorandum.
6. This Memorandum of Understanding shall be in effect from July 1,
1979 to June 30, 1980.
