20-1203_WOOD ENVIRONMENT & INFRASTRUCTURE SOLUTIONS, INC._Staff Memo12/3/20 Project Initiation Memo TO: Ben Siegel, City Manager FROM: Charlie View, Assistant City Manager Prepared by: Eric Bauman, Assistant Utilities Director SUBJECT: __ Consulting Services for the GWRP Clear Well Tank___ Description: The GWRPs 325,000-gallon Clear Well Tank (CWT) has exceeded its useful life. The roof joists, in particular the roof joist support connections, center king post, and floor bolts have excessive corrosion and loss of metal. The roof shows excessive deformation. Since the knowledge available and the codes have changed over the nearly 20 years since the CWT was designed, we must revisit the foundation seismic design prior to moving forward with the replacement of the CWT. The original geotechnical engineers, now Wood PLC, still have the project file and underlying data. Having reviewed the data available to them, Wood proposes to analyze the tank design parameters (seismic / geotechnical) to meet the 1) New seismic requirements in CBC 2019/ASCE 7-16 for a D rated structure; and, 2) Perform the soil borings to calculate the site accelerations, and liquefaction potential. 3) Tasks include: Limited field exploration including 2 CPT borings, liquefaction analyses, site specific ground motion study, and site response analysis (SRA). The SRA may not be needed, at which point the work will be stopped saving $21,905. The engineers at Wood PLC, are the same ones that performed the original analysis, and the original geotechnical data. Location: 32400 Paseo Adelanto – GWRP Clear Well Tank Project Cost: $40,505 Funding Source: 50-94799-62250-19803-005 Proposals: Competitive Proposals (Only One Proposal as Outlined Above). Proposals: Wood PLC, $ 40,505 Staff Analysis & Recommendation: Staff recommends that the City Manager award the GWRP Clear Well Geotechnical/Seismic consulting services to Wood PLC in the amount not to exceed $40,505.00. Wood PLC is on the City’s Qualified Bidders List for professional engineering consulting services and has the history and records readily available from past services provided for the GWRP Clear Well Tank that make them preferred vendor of choice. The City’s current Qualified Bidders List was approved by City Council on December 3, 2019. EPB
