12-0828_SPIESS CONSTRUCTION_PowerPoint 1i/11/Zoiz Gia SUNRANCH DRAINAGE IMPROVEMENT PROJECT CIP 11503 Project Objectives • Comply with the provisions of a court-ordered Settlement Agreement requiring the construction of public storm water drainage improvements within the existing drainage channel between Sun Ranch and the Scalzo Family Trust property. • Construct a drainage channel that will serve the surrounding drainage area and provide effective storm water management consistent with the goals, policies and recommendations of the City's "Master Plan of Drainage." • Construct a drainage channel that will comply with the City's public facility design standards while incorporating natural features. • Maintain the channel alignment within the existing 40 foot wide drainage easement and minimize encroachment into adjoining properties. • Create wetland area to mitigate the removal of areas of existing wetland consistent with U.S. Army Corps of Engineers (USACOE) and California Department of Fish and Game-required permits. Purpose of Tonight's Meeting • Give City Council an update on the progress of construction of the Sun Ranch Drainage Improvement Project. • Update City Council on any issues which have come up during construction which may effect costs or completion date. • Provide photo documentation of the progress. • Answer any questions regarding the project. Construction Update • Commenced Construction — September 17, 2012 Work only outside of Agency boundaries • Received Army Corps and Water Resource Agency Permits — October 3, 2012 • Commenced Construction within the streambed area — October 8, 2012 • Work Completed to date: Construction of the box culvert which ties to the existing storm drain in Del Obispo Street. Construction Update ( Continued ) • Work Completed to Date (continued) Construction of the junction structures and catch basin which tie to the box culvert. Removal of vegetation and trees within the City storm drain easement. Over-excavation and removal of poor soils within the project limits. Installation of the canyon sub-drain. Import and backfilling in the over-excavated area. Installation of 11200 feet, of the proposed 1,500 feet, of 48 inch storm drain line. Construction of three manholes and two junction structures in the lower reach. Challenges • Construction Access Issues — Temporary Construction License Agreements with 16 Homeowners that border the project. • Agency Permits — Early start outside of Agency Jurisdictional Boundaries. • Poor Soils Conditions — Middle Reach • Existing Property Improvements — Working with Homeowners to come to acceptable solutions to replacement .
