RECOMMENDATION: By motion, approve a change order in the amount $57,750.00 with a 10% contingency for a total of $63,525.00 to the Construction Contract with Peterson-Chase Engineering Construction, Inc. for the Del Obispo Street Widening from Alipaz Street to Paseo Adelanto Project for the Trabuco Creek Bridge Approach Repair Improvements. EXECUTIVE SUMMARY: Peterson-Chase General Engineering Construction, Inc. (Peterson-Chase) is currently constructing the Del Obispo Street Widening from Alipaz Street to Paseo Adelanto project. The project widens the. existing bridge over Trabuco Creek at Del Obispo Street by 24 feet. The existing bridge built in 1946, which is just north of the current bridge widening, has been eroding under the bridge cantilever end where it joins with the pavement. The Trabuco Creek Bridge Approach Repair Project, a separately budgeted project, addresses the erosion issues by installing concrete slurry beyond the bridge end cantilever under the pavement, lining the sloped area under the cantilever end with shotcrete, and excavating and backfilling the bridge adjacent pavement area with a new roadway section. This is the optimum time to construct the approach repair project. The City still has permits in place with the environmental agencies and the County of Orange Flood Control. The current bridge widening project has a water diversion in the creek. Also, it would be beneficial to construct the approach repair project before the rainy season. Peterson-Chase is currently still working on the Del Obispo Street Widening City Council Agenda Report November 13, 2012 Page 2 of 3 from Alipaz Street to Paseo Adelanto project, and they are familiar with the work area. Peterson-Chase can construct the approach repair project in mid-November. Therefore, staff requests a change order for a total of $63,525.00 ($57,750.00 with a 1 0% contingency) to the Construction Contract with Peterson-Chase for the Del Obispo Street Widening from Alipaz Street to Paseo Adelanto Project (CIP 07107) for the Trabuco Creek Bridge Approach Repair Improvements (CIP 09105). DISCUSSION/ANALYSIS: On March 1, 2011, the City Council awarded a contract to Peterson-Chase General Engineering Construction, Inc. in the amount of $3,453,842.46 to construct the Del Obispo Street Widening from Ali paz Street to Paseo Adelanto project (CIP 071 07). The project involves 24 feet of bridge construction, channel improvements, traffic signal and striping, and utility construction. Plans for the Trabuco Creek Bridge Approach Repair Project were originally developed by AKM Consulting Engineers in 2001 to address the slope erosion under the cantilever ends of the existing bridge section built in 1946. They proposed closure walls between the column bents and the side wall. The enclosed space was to be backfilled with pervious material. The walls were required to be drilled and dowelled to the existing structure which would have modified the behavior of the original structure. It would have also been difficult or impossible to backfill the enclosed areas as indicated on the plans. RBF Consulting recently reviewed the previously designed plans and the current site condition. They proposed lining the sloped area under the cantilever ends with shotcrete, installing concrete slurry beyond the bridge end cantilever under the pavement, and excavating and backfilling the bridge adjacent area with a new roadway section. The cost estimate received from Peterson-Chase for the construction is $57,750.00. With a 10% contingency, the additional contract amount issued to them would be $63,525.00. FISCAL IMPACT: The Trabuco Creek Bridge Approach Repair Project (CIP 071 09) currently has $100,000.00 of funds available in the Fiscal Year 2012-2013 Budget, carried over from the prior year. This project is funded from the Capistrano Circulation Fee Program (CCFP) funds for construction of these improvements. ENVIRONMENTAL IMPACT: The proposed work is within the scope and has similar impacts as the original bridge widening project for which the City prepared a MND (Mitigated Negative Declaration). Potential impacts of this minor change to the scope of work will be addressed by the mitigation measures in the MND.
