HEDEN AND ASSOCIATES, INC._Memo from PWMEMORANDUM October 20, 2010 TO: Joe Tait, City Manager Steve Apple, Assistant City Manager CC: Nasser Abbaszadeh, Public Works Director West Curry, Assistant Utilities Director FROM: Joe Mankawich, Associate Engineer SUBJECT: Award of Design Contract for the San Juan Creek Road Utility Extensions to East Open Space Staff has investigated options to provide necessary Water, Non -potable Water, and Sanitary Sewer utilities to the newly acquired East Open Space on the south side of San Juan Creek. The most cost effective solution was the simple extension of existing facilities on San Juan Creek Road. Currently the utilities extend to the dead end of San Juan Creek Road at its intersection with Camino Chico. The proposed project will bring these facilities to just within the property. This involves the extending each of the lines approximately 1000 feet. In July and August we solicited bids for the design of these facilities. I received five proposals for the work, including from Huitt-Zollars, the engineer to which the City awarded the design of the lemon grove site access road. The costs for delivering the PS&E for the project were thus: J.C. Heden $24,225 Psomas $28,420 Hall & Foreman $33,780 Huitt-Zollars $39,500 TetraTech $40,676 Review of the proposals revealed that all were qualified to prepare the contract documents for this project. Staff therefore recommends award of the civil engineering design for the utility extensions on San Juan Creek Road to the lowest cost proposal, J.C. Heden and Associates in the amount of $24,225. Please endorse the attached personal services agreement. The design work should be completed within 4 weeks of providing the Notice to Proceed on the project. We realize that there is no firm plan as to what the site improvements will be at this time. However, bringing the Utilities to the property line will provide a known point of connection. This may aide site design. If certain elements of the site design, for instance, irrigation system improvements, become known prior to completion of the offsite plans then it may be possible to add the design for these improvements to the contract as well.
