Huber, Director of Engineering & Building Resolution, Approval of Application for SB 821 (OCTC) Regional Grant Funds (Design of Vereda Bikeway Railroad Undercrossing) Each year the Orange County Transportation Commission distributes grant money for the design, construction and maintenance of bikeways. Staff has prepared the attached grant to obtain funding for the design of the bicycle trail undercrossing the railroad bridge at San Juan Creek. The undercrossing is a part of the overall design and construction package for the proposed realignment of the railroad bridge. Cost for the design, being prepared by Boyle Engineering, is estimated at $20,000. As part of the grant package, a resolution approving the grant application must be included in the submittal. NOTIFICATION Boyle Engineering COMMISSION/BOARD REVIEW, RECOMMENDATIONS Not applicable. FINANCIAL CONSIDERATIONS The grant is based on a point system, one point for every 4% of match funds. Staff is recommending a 10% match ($2,000), which would add 2.5 points. Matching funds are available. ALTERNATE ACTIONS 1. Approve the resolution approving the grant application. 2. Eligible projects will be evaluated and prioritized based on the criteria listed below. Upon completion of this form by your agency, OCTC staff will assign points and the TAC Steering Committee will establish a priority list of projects with the available regional funds. The Commission has adopted the policy that approved applicants will have two (2) years to spend regional SB 821 funds allocated to them. FRIESS, MAYOR -I- day ATTACHMENT "A" PROJECT DESCRIPTION: This project consists of the design segment of an off-road, County Master Plan bike trail undercrossing the San Juan Creek railroad bridge. This segment will create a safe crossing of the railroad as trail users are now crossing (illegally) at an unimproved at - grade crossing adjacent to a blind curve of the track. This is also the final segment of the Vereda Bike Trail which follows San Juan Creek from the City's westerly limits with Dana Point to the east boundary with the County. This trail will ultimately connect Doheny Beach State Park with Ronald Caspers Regional Park off Ortega Highway a distance of approximately 25 miles. The trail will connect approximately 8,000 residents, four schools and the cities main commercial areas east of the bridge with the approximately 10,000 residents, two schools and beach areas to the west. The design of this trail is a part of and codependent upon the design of the proposed realigned railroad bridge. Both are now being designed by Boyle Engineering, however the project has been slowed due to funding shortfalls. To date it is estimated that the design, now in progress, will be complete by May of 1992 with review and approval by the four involved agencies by November of 1992.
