of San Juan Capistrano covering certain notification functions

WHEREAS, CITY desires to have COUNTY perform certain notification functions
in the* event of an emergency at the San Onofre Nuclear Generating Station (SONGS)
beca•_se law enforcement and fire protection services are provided by contract: to
CITY; now, therefore, the parties hereto agree as follows:
a. CITY shall provide to COUNTY, Coaunwaications Division Manager,
GSA, 481 The City Drive, Orange, CA 4265£5, a current list of:
individuals to be notified in the evert of an emergency at SONGS
including individual's name, title, home address and telephone
number. The list should include individuals enumerated in
CITY's Radiological Emergency Response plan.
b. COTRITY will provide notification through line of succession of
an emergency at SO2lGS before 8:00 a.m. and after the hours of
5:00 p.m., Monday thru Friday, all hours weekends and holidays.

c. CITY will request Southern California Edison Company to install.

at no cost to CITY or COUNTY.
d. Once the CITY SONGS Public Alert System duplicate control panel
is installed, COUNTY agrees to activate CITY's SONGS Public Alert
Syctem; if recommended by COUNTY officials referenced in b above,
and if after repeated attempts and in the event an emergency
exists, such that siren notification is paramount (as defined
in the IJP's) no CITY official can be cor_tactc-d or at designated
CITY official direction. The COUNTY will also be responsible
for the tircely activation of the Emergency Broadcast System (?BS).
e. CITY agrees to wo-k with COUNTY developing and revising as
necessary an operating procedure for actuation of :.TTY's SONGS'
Public Alert System by either CITY or COUi7TY personnel as appr.o-
priatc.
f. COUNTY agrees to provide sereicce specified in this Agreement
to CITY at no cost to .:ity.

2. AGREEMENT FOR COOPERATION OF
(38) Written Communications:
Report dated August 17, 1982, from the Director of Public
Works, forwarding an agreement with the County of Orange
for installation of a duplicate public alert control system
at the County Communications Center to provide necessary
notifications in case of an emergency at the San Onofre
Nuclear Generation Station (SONGS) during the hours that City
Hall is not staffed; the City would retain primary responsibility
to activate City sirens during City Hall hours. Installation
costs will be assumed by operators of the San Onofre facility.
Approval of Agreement for Duplicate System:
It was moved by Councilman Schwartze, seconded by Councilman
Bland and unanimously carried to approve the Agreement with
the Councy of Orange for the installation and operation of
duplicate City public alert notification controls for the
San Onofre Nuclear Generation Station at the County Communications
Center; and, to authorize the Mayor and City Clerk to execute the
agreement on behalf of the City.
$0.899 per foot; to reject all other bids; and, to authorize
the Mayor and City Clerk to execute the document on behalf
of the City.

SUBJECT: Agreement for Cooperation of City "SONGS" Public
Alert System (County of Orange)
SITUATION
The City of San Juan Capistrano and the County of Orange have
been working together along with other local agencies in the
preparation of emergency planning for the San Onofre Nuclear
Generation Station (SONGS). Because much of the City's
emergency capabilities are provided by the County in the form
of Fire and Sheriff services, City and County cooperation is
vital.
A siren notification system to assist in the alerting of City
residents should an emergency develop at the San Onofre plant
has been installed. The control panel for this equipment is
located at City Hall. Although it is anticipated that a great
deal of coordination between all involved agencies would transpire
prior to activation of any of the sirens, there is the remote
possibility an incident could develop so rapidly that a timely
notification would be necessitated.
While the City has and will retain the primary responsibility to
activate City sirens, there is concern in that City Hall hours
are only from 8 a.m. to 5 p.m. on weekdays and an emergency could
commence at a time other than when the City Hall is staffed. To
help alleviate this existing situation, the County of Orange
has suggested that dual control systems be installed at their
communications center, which is staffed 24 hours a day. Should
an incident happen when the City Hall was closed, County Communications
would attempt on a continuous basis to make contact with
designated City personnel (as is currently the process). If no
one could be reached and the situation warranted protective actions,
the County would have the ability to coordinate and implement such
actions. The attached agreement specifies the implementations of
duplicate notification control systems.
FINANCIAL CONSIDERATIONS
The installation costs of duplicate alert system controls at County
Communications would be assumed by the operators of the San Onofre
Facility. This concept was discussed earlier with SONGS officials
and at that time, they were favorable to accommodating this
request.

ALTERNATE ACTIONS

RECOMMENDATION

THIS AGREEMENT, made and entered into this / �t
day of1981 by and between. SOUTHERN CALIFORNIA
EDISON COMPANY, a corporation, hereinafter called "SCE", and
the CITY OF SAN JUAN CAPISTRANO, hereinafter called "City",
WITNESSETH:
WHEREAS, as part of the San Onofre Nuclear Generating
Station (SONGS) Emergency Preparedness Progrnm, SCE is preparing
to install a siren type of warning system at various locations
within the County of Orange, including locations within the
City;
WHEREAS, City desires to cooperate with SCE in
achieving the installation of the warning system.
NOW THEREFORE, in consideration of the premises and
mutual covenants herein contained, SCE and City do hereby
agree as follows:
1. SCE shall at its expense engineer, provide and
construct a Siren Public Alert System consisting of (1)_ acoustic
siren installations, (2) control centers, (3) control communica-
tions, and (4) power (hereinafter collectively referred to
as the "System"), to be located on private and public property
in various parts of the County of Orange, including locations
within the City.
2. SCE shall specify and monitor or conduct all
preliminary, acceptance and pre -operational testing of the
System. SCE shall maintain the System in good operating
condition throughout the term of this agreement.

3. The City authorizes and instructs SCE to
install a portion of the System on the property of City and
on a certain privately owned parcel of land within the City
at locations to be mutually agreed upon and, in the case of
the privately owned parcel, with the consent of the owner
thereof.
4. SCE, its agents, employees and contractors,
shall have the right to enter the property of City at all
reasonable times for the purpose of constructing, installing,
testing and maintaining the System. The City shall cooperate
in enabling SCE to perform the activities described herein.
5. SCE shall retain title to the sirens and control
panels located on the property of City and on the privately
owned parcel within the City and pay for the power to operate the
System.
6. The City shall control the activation of sirens
located both on property of the City and on the privately
owned parcel within the City.
7. The City agrees to provide SCE and others
properly authorized to participate in the construction, installa-
tion, testing and mai.ntenanct� of the System, access rights
satisfactory to SCE to perform said activities.
8. SCE shall have no obligation to pay rent or any
other charge to the City as a consequence of installing the
System on property of the City or performing the activities
provided by this Agreement.
9. SCE, within thirty (30) days of receipt of
written notice from the City, shall at SCE's expense, relocate

the System, or any part thereof, to a site designated by the
City and acceptable to SCE.

SUBJECT: Approval of Agreement with Southern California Edison
Company for Installation, Maintenance and Operation
of the Public Notification System (SONGS Sirens)
SITUATION
In compliance with federally mandated regulations and in an effort
to coordinate effectively with adjacent governments, the City of
San Juan Capistrano has authorized the installation of a public
notification system within its boundaries. This system has
included three sirens, located in various areas of the southern
section of the City; control panels for the operation of the sirens
located within the City Hall complex; and a tele -communications
printer terminal for hardcopy releases for county control com-
munications, also to be located at City Hall. The establishment
of this notification and/or communications equipment will assist
the City greatly in emergency preparedness planning.
The power to operate all of this equipment and any maintenance
required will be the responsibility of the utility company (Edison.)
The attached agreement makes specific these conditions and requests
cooperation from the City so that Edison can provide maintenance
and operation services.
FINANCIAL CONSIDERATIONS
All costs for the purchase, installation and operation of the public
notification equipment will be assumed by So. California Edison
Company.
ALTERNATE ACTIONS
1. Approve the agreement between the City and Edison Company and
authorize the Mayor and City Clerk to execute the document on
behalf of the City.
2. Do not approve the agreement.
3. Refer to staff for additional information.
RECOMMENDATION
By motion, approve the agreement between the City and Southern
California Edison Company and authorize the Mayor and City Clerk
to execute the document on behalf of the City.
