W I T N E S S E T H WHEREAS, the parties hereto previously entered into Contract No. C26270 dated ecember 18, 1979, pursuant to the Housing and Community Development Act of 974 (Public Law 93-383) as amended, and WHEREAS, the CITY has requested certain amendments to such Contract to include ousing and mobile home rehabilitation Citywide; and NOW THEREFORE, the above Contract is hereby amended as follows: A. Contract Deletions: Page 1, Line 1 Neighborhood Housing Rehabilitation (E12.1) Year V Page 2, line 8 The loan and grant program will provide low interest loans and fix -up grants to fit low- and moderate -income residents within the Service area (see map, EXHIBIT "B" EXHIBIT "C") will generate approximately twelve to fifteen loans by June, 1980. B. The following shall be substituted in place of the above: Page 1, Line 1 Rehabilitation of Housing and Mobile Homes Citywide (E12.1) Year V. Page 2, line 8 -1- 1. 0 • Contract No. C26270 1 The loan and grant program will provide low interest loans and fix -up grants to 2 benefit low- and moderate -income residents Citywide (see map, EXHIBIT "B") for housing 3 and mobile home rehabilitation and will provide approximately 20% of funds for project 4 development, Specifically for staff assistance, salaries and benefits and other eligible 5 activities associated with the Rehabilitation of Housing and Mobile Homes Citywide 6 program. Kimminau, Community Development Assistant SUBJECT: Housing & Community Deve Block Grant Program - Approval of Amendment Year 5 Contract and Approval of New Year 11 Contract A. Summary and Recommendation - In its Year 5 (FY 79-80) application for Community Development Block Grant (CDBG) funds, the City was allocated $37,000 for Neighborhood Housing Rehabilitation. The City has requested that the County amend this contract to allow for the rehabilitation of both houses and mobile homes throughout the City. B. Background - The CDBG program provides Federal funds for improvements to housing and public facilities which are of benefit to low and moderate income persons. The 1974 Housing and Community Development Act authorizes cities under 50,000 population, such as San Juan Capistrano, to receive funding through the County Housing and Community Development program. At the City's request, an amendment has been generated to allow for these funds to be used for the rehabilitation of both houses and mobile homes throughout the City.
