corporation, hereinafter referred to as CITY,
COUNTY OF ORANGE, a political subdivision of
the State of California and recognized Urban
County under the Federal Housing and Community
Development Act of 1974 (Public Law 93-383), as
amended, hereinafter referred to as COUNTY.
W I T N E S S E T H
WHEREAS, the parties hereto previously entered into Contract No. C26270 dated
ecember 18, 1979, pursuant to the Housing and Community Development Act of
974 (Public Law 93-383) as amended, and
WHEREAS, the CITY has requested certain amendments to such Contract to include
ousing and mobile home rehabilitation Citywide; and
NOW THEREFORE, the above Contract is hereby amended as follows:

The loan and grant program will provide low interest loans and fix -up grants to
fit low- and moderate -income residents within the Service area (see map, EXHIBIT "B"

4 development, Specifically for staff assistance, salaries and benefits and other eligible
5 activities associated with the Rehabilitation of Housing and Mobile Homes Citywide
6 program. All funds provided by this Contract shall be expended by
7 December 31, 1991.

HOMES CITYWIDE, E12.1, YEAR V: Environmental Management Agency requests
approval of an amended contract, developed under Housing and Community
Development Block Grant (CDBG) Program, for rehabilitation of housing
and mobile homes citywide.
MOTION: On motion by Supervisor Riley, seconded by Supervisor Vasquez,
the Board authorized execution of Amendment to Housing and Community
Development Contract No. C26270 with the City of San Juan Capistrano in
the amount of $37,000. MOTION UNANIMOUSLY CARRIED.

The City Council of the City of San Juan Capistrano at its regular meeting held
April 2, 1991, approved the amendment to Contract No. 26270 and the newly -
developed Contract No. C40189 for use of Community Development Block Grant
Funds in the City of San Juan Capistrano.

be notified in advance. All er absences would be deemed
unexcused.
To improve the selecti process of board/commission members,
Councilman Jones s ested that all applicants for a board
or commission v ancy be interviewed by a subcommittee
comprised of t Council members. The importance of atten-
dance would a emphasized at these interviews. Councilman
Hausdorfe recommended that a person applying for a number
of co Bions be interviewed only once.

New Year 11 Contract
A. Summary and Recommendation - In its Year 5 (FY 79-80)
application for Community Development Block Grant (CDBG)
funds, the City was allocated $37,000 for Neighborhood Housing
Rehabilitation. The City has requested that the County amend
this contract to allow for the rehabilitation of both houses
and mobile homes throughout the City.

No. C40189 for Community Development Block Grant funds be
approved by the City Council.
B. Background - The CDBG program provides Federal funds for
improvements to housing and public facilities which are of
benefit to low and moderate income persons. The 1974 Housing
and Community Development Act authorizes cities under 50,000
population, such as San Juan Capistrano, to receive funding
through the County Housing and Community Development program.

The County Board of Supervisors approved funding for a
Neighborhood Housing Rehabilitation program through Contract
No. C26270, in Year 5, Fiscal Year 1979-80. At the City's
request, an amendment has been generated to allow for these
funds to be used for the rehabilitation of both houses and
mobile homes throughout the City.
