MEMORANDUM OF UNDERSTANDING
HEALTHY START INTEGRATED SERVICES
This Memorandum of Understanding is made and entered into by and between the Capistrano
Unified School District and the City of San Juan Capistrano for the purpose of establishing an
Integrated Service System to be called The San Juan Capistrano Family Support Center.
The primary goal of the Healthy Start Service Delivery System is to produce measurable improvement
in outcomes for students and their families in the areas of school attendance and performance,
physical, social and mental health and family functioning. This proposal establishes a school-based
service team with full participation from the public and private sectors. The objectives of the
collaboration are:
1. To develop a shared case management system to provide a variety of the needed and
identified services.
2. To improve communication, planning, coordination, collaboration and cooperation in the
delivery services.
3. To develop innovative service delivery concepts that address the specific and multiple needs
of families.
4. To provide prevention and early intervention in drug alcohol abuse, child abuse prevention,
and children's health services.
5. To coordinate the assistance of those families receiving multiple services.
6. To identify gaps and duplication of services.
7. To identify additional resources available to children and their families and include them in
the integrated services delivery system.
If the grant is awarded to the Capistrano Unified School District, the City of San Juan Capistrano
agrees to work in collaboration with the Center, the School District and its collaborators to:
1. Continue to provide after school recreation and sports programs through the Mobile
Recreation Program and the Village San Juan Program based on available funding.
2. Serve on a sub -committee composed of all collaborators providing after school activities
for students in the target neighborhoods.
3. Provide gang prevention and intervention services through C.S.P., Inc., or through other
designated agencies dependent on available funding source.
4. Continue to seek a permanent City -owned facility that can house Healthy Start offices.
5. Serve as a member of the Healthy Start Collaborating Council.
6. Participate in the evaluation activities for the duration of the collaboration and in any
follow-up activities which may be required by the funding source.
7. Facilitate referral to supportive services provided by other member agencies in the
collaboration.
8. Maintain and safeguard all confidential information obtained as a part of this
agreement.
9. Assist in the search for additional funding to support the activities of Healthy Start
and The Center.

The Capistrano Unified School District agrees to:
1. Provide training for school staff and collaborators in the project activities.
2. Assist in developing the referral process and provide training to school staff in its use.
3. Provide information to the community on the Healthy Start services.
4. Maintain and safeguard all confidential information obtained as part of this agreement.
5. Assist in the translation of materials for parents who are limited in English language
proficiency.
This agreemen can be voided by either party upon thirty (30) days written notice.

Adoption of Council Policy 506:
• It was moved by Council Member Jones, seconded by Council Member Swerdlin, and
unanimously carried that Council Policy No. 506 be adopted regulating the interim use of the
Northwest Open Space site, with the additional provision that the City Manager be authorized
to require review by the Traffic Engineer of events under 100 cars.

Written Communication:
Report dated February 21, 1995, from the Community Services Director, recommending that
a Memorandum of Understanding be approved between the City and the School District
outlining the City's responsibilities as part of the Healthy Start program. The development
of Senate Bill 620 Healthy Start Implementation Grant was initiated in January, 1994,,by
a collaborative team comprised of the San Juan Elementary School and various other
community-based organizations and individuals. That proposal was not approved at that time
and was being resubmitted with the Memorandum of Understanding indicating City support.
Healthy Start funding is offered to school districts, county offices of education, and local
educational agencies to create partnerships that would meet the health, mental health, social
service, and academic support needs of low-income youth and their families.

unanimously carried that the Memorandum of Understanding between the City and the
Capistrano Unified School District be approved outlining the City's responsibilities if the

draft Ordinance be introduced adding Section 1-2.09 to the Municipal Code to permit the City
to recover booking fees from persons convicted of criminal offenses.

SUBJECT: Consideration of San Juan School Healthy Start Program Memorandum of
Understanding
By motion, approve the Memorandum of Understanding between the Capistrano Unified School
District and the City of San Juan Capistrano,
SITUATION:
In January 1994, San Juan Elementary School spearheaded a collaborative team comprised of various
community based organizations and individuals for the development of an SB620 Healthy Start
Implementation Grant. The grant proposal was submitted in March 1994. Unfortunately, the State
did not approve the proposal.
Although this was a setback for the implementation of a Healthy Start program, the collaborative
team is resubmitting the grant proposal on March 1, 1995, and is requesting a Memorandum of
Understanding from the City of San Juan Capistrano, as to the services that the City will provide as
part of the Healthy Start program.
A more comprehensive listing of City responsibilities can be found in the Memorandum of
Understanding. A brief synopsis of these responsibilities includes providing an afterschool recreation
and sports program, gang prevention and intervention program, representation on the subcommittee
made up of all the various collaborating agencies for the Healthy Start program, and assistance in
providing referral support services to other member agencies within the Healthy Start collaboration.
The Community Services budget currently provides funding for the After School Recreation Program,
and the City has a contract with Community Services Programs, Inc., appropriated to provide gang
prevention and intervention services. Therefore, no additional funding requirements would be needed
from the City.
Healthy Start offers funding to school districts and county offices of education (local educational
agencies or LEAs) and LEA consortia to create innovative, collaborative partnerships to meet the
health, mental health, social service, and academic support needs of low-income children, youth, and
their families. Planning grants and operational grants are available.

The Healthy Start program, established by State Senator Robert Presley's Senate Bill 620, is the
cornerstone of Governor Wilson's 1991 initiatives designed to enhance prevention and early
intervention programs for children in California. The program was developed to reverse the trend
of increasing numbers of California school children and youth who are struggling with poor physical
or mental health, inadequate nutrition, substance abuse, family dysfunction, or insufficient community
support. The program's objective is to provide significant, prevention -oriented assistance in these
areas by establishing systems for integrated services delivery at or near school sites throughout
California. In recognition that students' well-being largely depends on the strength and health of their
families, the program offers assistance to parents and family members as well as to children and youth
themselves. Also paramount, is the goal to improve educational outcomes for children and youth.
Healthy Start builds on the experience of other states and current initiatives in California which show
that achieving positive outcomes for children, youth, and families requires the creation of new
collaborative partnerships and a dramatic restructuring of existing service delivery systems in order
to improve outcomes for students and their families. Healthy Start calls for significant collaborative
efforts at the local level among health and human service agencies, schools, school districts, county
offices of education, city and county government, and other public and private agencies. Through
these partnerships, agencies and individuals can focus their collective energy, expertise, and resources
on finding solutions to the problems that children, youth, and their families in the school community
are facing.
The goal of Healthy Start is to produce measurable improvements in outcomes for students and their
families in the areas of school attendance and performance, physical and social health indicators, and
family functioning. The program includes a strong evaluation component for that purpose.
Preliminary evaluation results from Healthy Start show measurable gains for targeted children and
their families.
Operational funding is to be used by LEAs and their collaborative partners not simply to purchase
more services through existing systems, but rather to refocus, redirect, and integrate existing
resources and services for children and families, especially primary services and informal supports,
in ways that have the potential to significantly improve educational, health, and social outcomes for
children.
Attached is a draft of the Memorandum of Understanding that outlines the City of San Juan
Capistrano's role in the Healthy Start program and a listing of other individuals and agencies who are
part of the collaborative team. A signed copy of the Memorandum of Understanding will be available
prior to the meeting of February 21, 1995.
COMMISSIONBOARD REVIEW, RECOMMENDATION:
Parks, Recreation and Equestrian Commission will be reviewing this item at their February 21, 1995,
meeting as an informational item only.
