PROJECT UNDERSTANDING The City of San Juan Capistrano is requesting the revision of the Del Obispo Strom Bridge Widening Over Trabuco Creek Bridge Project Traffic Study dated December 1, 2006 (Revised) to support the environmental documentation being Prepared by the City. The report will be revised based on new traffic data and the following criteria: • The project is expected to be constructed in the Year 2009. • A one percent growth factor will be applied to new existing count data to obtain Opening ley (Year 2009) volumes and future volumes Year 2035. The counts wit be conducted while school is in session and before the summer months. b. 24-hour directional count on Det Obispo between Alipaz Street and Paseo Adelanto will also be conducted over a three day periost. c. A queuing count will be performed for all left tura movements at each intersection counted. Information such as the number of vehicles in the pocket, the number of vehicles queued into the through lane and how many vehicles miss the cycle will be provider!. Receive Bids, and Approval of the Design Addendum with Willdan Engineering for Del Obispo Street Widening at Trabuco Creek Bridge (CIP No. 07167) (WiHdan) RECOMMENDATION: By motion, 1. Approve the plans and specifications for the Del Obispo Street Widening at Trabuco Creek Bridge; and, 2. Authorize the City Clerk to receive bids; and 3. Approve an Amendment to the Personal Service Agreement with Willdan Engineering. SITUATION Summary and Recommendation Plans and specifications for Del Obispo Street Widening at Trabuco Creek Bridge have been prepared. Staff is requesting City Council approval of the plans and specifications, and authorization to receive bids. A copy of the plans and specifications is available for review in the City Clerk's office. Approval of the design addendum for additional work performed by Willdan is also requested. Background At the September 16, 2663 meeting, City Council adopted the Traffic Congestion Relief Program (TCRP) as recommended by the Traffic Congestion Relief Ad -Hoc Committee. This project was ranked the ##1 priority in the City's TCRP. In 2005, the City retained Willdan Engineering to prepare the preliminary design plans for the proposed project, By June of 2006, the conceptual plans had been completed, the environmental review was in process, and City staff was prepared to move forward Agenda Report Page 2 August 18, 2009 with completing the preliminary design. However, in order to complete the preliminary design, the Orange County Flood Control District (OCFCD) needed to provide the City's consultant, Wilidan Engineering, with the hydraulic analysis to determine the bridge abutment design. Beyond the City's control, OCFCD was unable to provide that information to Vililldan until August 2008. As soon as OCFCD provided that information, the City and Willdan resumed design effort, the California Environmental Quality Act (CEQA) documentation, and moved forward with Commission review. Because the federal grant for the project was in jeopardy, an accelerated project schedule had to be followed starting December 2008 to meet a construction authorization process date of June 30, 2009 by Caltrans. Willdan has submitted an addendum, Exhibit A of Attachment 2, due to extensive coordination necessary to meet the accelerated schedule, and also additional work performed to obtain the following: 1. County of Orange Flood Control District permit to build the bridge. 2. CalTrans approval of the project for funding. 3. Necessary Resource Agency permits (Regional Water Quality Board and Fish and Game Department). Pra"ect Overview ,& Analysis . The width of Del Obispo Street at the Trabuco Creek Bridge is an obstruction to efficient traffic flow through this area in San Juan Capistrano, Currently, Del Obispo Street at Trabuco Creek (Attachment 1) provides four undivided fakes of travel (two eastbound and two westbound lanes), back-to-back left turn pockets for Paseo Adelanto and Alipaz Street and sidewalks on both sides of the bridge. The proposed project will widen Del Obispo Street between Paseo Adelanto and Alipaz Street to accommodate the four undivided travel lanes (two eastbound lanes and two westbound lanes), back-to-back left turn pockets for Paseo Adelanto and Alipaz Street, and an additional left turn lane for Alipaz Street, along with bike lanes and sidewalks on both sides of the street. In conjunction with the road widening at the bridge, intersection improvements are also included for Del Obispo Street and Alipaz Street and Del Obispo Street and Paseo Adelanto. The improvements include dual westbound left turns from Del Obispo Street to Alipaz Street, dual westbound left turns from Del Obispo Street to Paseo Adelanto, widening of the west side of Paseo Adelanto to approximately 500 feet south of Del Obispo Street, and adjustments to signal phasing. Undergrounding of overhead utilities will also be constructed with this project. The underground design is currently underway. Both overhead lines that cross the creek at Del Obispo Street will be removed. Cox Cable, AT&T, SDGF., and MCI will be placed inside the bridge structure. Agenda Report Page 3 August 18, 2009 ENVIRONMENTAL REVIEW The Mitigated Negative Declaration (MND) was approved by City Council by Resolution 09-0303-03 on March 3, 2009. COMMISSION/ BOARD REVIEW AND RECOMMENDATIONS The project was presented to the Transportation Commission on August 13, 2003, and they concurred with the geometric design. On October 2, 2008, the Design Review Committee reviewed the landscape and bridge railing; their comments were addressed in the final design. On February 10, 2009, the Planning Commission reviewed progress plans for the project and their comments were related to landscaping issues; their comments were addressed in the attached set of plans. FINANCIAL, CONSIDERATIONS This project has secured federal grant funding of approximately $2.7 million , and prior CalTrans authorization is required to advertise and receive bids. The necessary application form and project plans have already been submitted to CalTrans for review and approval before the June 30, 2009 submission deadline. The City is required to match 50% of the project construction cost for the grant. Willdan has requested $219,410 for the additional work performed on this project. Staff has investigated potential changes to the project design and construction to reduce overall costs. We have concluded that by eliminating widening on the south side of the bridge and a structural pier nose, the project will result in savings of approximately $500,000 in construction costs. The details of the design addendum with Wilidan is attached to the report (attachment 2). The City and Willdan had to remobilize the design effort and perform on an accelerated schedule, As a result, a great amount of coordination was necessary with Orange County Flood Control District, Caltrans, Glenn Lukos Associates (environmental consultants), and the Resource Agencies. Additional work has been performed due to changes to the following since the original scope was determined: 1.) bridge design criteria, 2.) channel analysis, 3.) enhanced BMP's, 4.) Underground Utility District, 5.) and'OCFCD requirements. The requested addendum by Willdan has been negotiated by staff and overall dollar amount has been reduced.
