Monahan, City Clerk APPROVED AS TO FORM: SD in 0 AGENDA REPORT TO: Dave Adams, City Manager PC^ • 4/4/2006 FROM: Kathleen Springer, Acting Public Works Director 5 • SUBJECT: Consideration of Amendatory Agreement for Herbicide and Pesticide Services (RPW Services, Inc.) RECOMMENDATION: By motion, approve the Amendatory Agreement with RPW Services, Inc. for performance of herbicide and pesticide services for a three-year period in an amount not to exceed $194,985. SITUATION: The City of San Juan Capistrano currently maintains the turf and landscaping for 21 parks, 50 road medians and parkway areas, 15 facilities, and 6 landscape maintenance districts. One important component of these services is the application of pesticides and herbicides, which help to keep these areas free of unwanted weeds and rodents. The safe application of these chemicals requires the trained expertise of a qualified pesticide advisor and applicator. Each must go through intensive training and testing to make certain that proper procedures are taken to provide safe pesticide application. Pest control advisors and applicators are licensed by the State of California to perform such tasks. In June 2003, after soliciting proposals from eight contractors, the City only received one proposal from RPW. The City entered into an agreement with RPW for pesticide and herbicide services for a three-year period, in the amount of 178,564, which was approximately 8% lower than the previous three-year agreement. The City's current agreement expires on June 30, 2006. On March 1, 2006, staff received a letter from RPW offering the City the opportunity to extend the existing contract for an additional three-year period with an increase of 3% each year. RPW has been the City's pesticide and herbicide contractor for approximately six years, and the City has been more than satisfied with their level of service and quick response time. In addition, even with the 3% increase in price each year, the cost of the three-year agreement is slightly less than the cost of the three-year agreement for the years 2000 to 2003. For these reasons, staff recommends approval of the three-year amendatory agreement. Agenda Report • • Paae 2 NOTIFICATION: RPW Services, Inc. RECOMMENDATION: By motion, approve the Personal Services Agreement with RPW Services, Inc. for performance of Herbicide and Pesticide Services for a three-year period commencing July 1, 2003, and ending June 30, 2006, in the amount of $178,564.50 ($59,521.50/yr.). SITUATION: The City of San Juan Capistrano currently maintains the turf and landscaping at 21 parks, 50 road medians and parkway areas, 15 facilities, and 6 landscape maintenance districts. One important component of these services is the application of pesticides, which help to keep these areas free of unwanted weeds and rodents. On July 1, 2000, RPW Services, Inc. began providing landscape maintenance services for the City of San Juan Capistrano for a three-year period in the amount of $195,000. This contract will expire on June 30, 2003. On March 13, 2003, the Public Works Department sent out requests for proposals to eight pesticide application companies. On April 18, 2003, the City received one proposal from the current contractor, RPW Services, Inc., for a total cost of $178,564.50, an average of $59,521.50 per year, over the three-year term of the agreement. FOR CITY COUNCIL AGENDA.... AGENDA ITEM May 20, 2003 Paqe 2 The RPW proposal represents a $16,435 reduction in cost as compared to the City's current three-year contract with them. RPW has provided similar services to the City over the past three years. The City of San Juan Capistrano, Public Works staff has been impressed with RPW's ability to tailor its work effort to the City's needs, putting additional efforts into sites that require added control. For these reasons, staff recommends award of the three-year contract for Herbicide and Pesticide Services to RPW Services, Inc. in the amount of $178,564.50. NOTIFICATION: RPW Services, Inc. COMMISSION/BOARD REVIEW, RECOMMENDATIONS: N/A FINANCIAL CONSIDERATIONS: The proposed fiscal year 2003/2004 budget for Herbicide and Pesticide Services is as shown below: Account Description Budget Proposal Amount Cost 01-62414-4445 Pest Control — P&M $16,500 $16,200 01-62414-4450 Pest Control — Parks (including Sports Park) $32,000 $31,806 07-62414-4445 Pest Control — Districts $ 4,600 $ 4,536 16-62425-4451 Pest Control — Facilities $ 6,000 $ 5,565 Total $59,100 $58,107 The $178,564.50 three-year proposal by RPW represents a 8% reduction in costs compared to the current three-year contract of $195,000. ALTERNATE ACTIONS: 1. By motion, approve the Personal Services Agreement with RPW Services, Inc. for performance of Herbicide and Pesticide Services for a three-year period commencing July 1, 2003, and ending June 30, 2006, in the amount of $178,564,50 ($59,521.50/yr.). AGENDA ITEM Paoe 3 2. Do not approve award and request staff to rebid this agreement. 3. Request additional information from staff. RECOMMENDATION: May 20, 2003 By motion, approve the Personal Services Agreement with RPW Services, Inc. for performance of Herbicide and Pesticide Services for a three-year period commencing July 1, 2003, and ending June 30, 2006, in the amount of $178,564.50 ($59,521.50/yr.).
