Julian, City Manager L, FROM: Pamela Hallan Gibson, Senior Administrative Assistant SUBJECT: Agreement for Library Parking Lot (Diocese of Orange) SITUATION: Attached is an agreement between the City of San Juan Capistrano and the Diocese of Orange regarding joint use of its proposed parking lot on El Horno Street for Church and Library patrons. The only change recommended is that Article 5 be amended to strike the last two words, "for continuance." The agreement can be re-evaluated as often as the Diocese wishes, but continuance must never be in question if public funds are used for improvements. This agreement will allow the City to provide 108 parking spaces across from the Library. Improvements will include rough grading, a rustic gravel surface, and realignment of the E1 Horno/El Camino Real intersection. COMMISSION/BOARD REVIEW, RECOMMENDATIONS: Not applicable. FINANCIAL CONSIDERATIONS: There are funds budgeted for Church/Library parking lot improvements in the 1983-84 budget in the amount of $32,000. An account number has not yet been assigned. ALTERNATE ACTIONS: 1. Approve the agreement with the revision and authorize staff to prepare plans and specifications for the project. 2. Approve the agreement with additional revisions. 3. Request further information. -------------------------------------------------------------------------------- -------------------------------------------------------------------------------- RECOMMENDATION: By motion, approve the revised agreement with the Diocese of Orange for joint use of its E1 Horno Street parking lot for Church and Library patrons, and authorize staff to begin preparation of plans and specifications for necessary improvements.
