RECOMMENDATION: By motion, approve the Personal Services Agreement with Orange County Striping Services, Inc., for Pavement Marking Maintenance for the unit prices shown in their proposal. SITUATION: The City of San Juan Capistrano has approximately 150 miles of roadways. The clear delineation of the traffic lanes and road markings is paramount to the safety of the City's streets. Painted pavement markings should be renewed when they have lost approximately 50% of their maximum effectiveness. Traffic volumes in the City require biannual pavement markings on arterial streets in the downtown area and in school zones. The remaining City streets are marked on an annual basis. On September 2, 2005, the City sent out a Request for Proposals to eight (8) contractors to provide pavement marking maintenance services. On September 19, 2005, staff received proposals from J and S Striping Company, Inc. and the City's current contractor, Orange County Striping Service, Inc (Attachment 2). Orange County Striping Service, Inc. has provided more, low unit prices for items for which the City requires the most maintenance. During the past seven years, the City has been pleased with the high level of work performed by Orange County Striping Service, Inc. They have consistently been able to respond to work requests and emergencies in an efficient and timely manner. Orange County Striping Service, Inc. currently performs similar services for the cities of Anaheim, Carlsbad, and Irvine. For these reasons, staff recommends approval of the personal services agreement (Attachment 1) with Orange County Striping Service, Inc. to provide pavement marking maintenance for the City of San Juan Capistrano for a period of three (3) years. COMMISSION/BOARD REVIEW AND RECOMMENDATIONS: Not applicable. 0 Agenda Report Parte 2 FINANCIAL CONSIDERATIONS: 41 October 18, 2005 The fiscal year 2005/2006 budget has $75,000 to cover the costs of pavement marking maintenance.
