COMMENCEMENT AND COMPLETION OF THE WORK. CONTRACTOR agrees to begin and complete the work within the time specified in the Notice Inviting Bids. It is agreed that it would be im- practicable and extremely difficult to fix the actual amount of damages, and loss sustained by City, should CONTRACTOR fail to complete the work in the specified time; therefore, CONTRACTOR shall pay City, as liquidated damages, not in the nature of a penalty, one hundred dollars ($100) a day for each day delayed; provided that extensions of time with waiver of liquidated damages, may be granted as provided in the Specifications. FIFTH. PERFORMANCE BOND AND LABOR AND MATERIAL BOND. Contractor agrees to furnish bonds guaranteeing the performance of this con- tract and guaranteeing payment of all labor and material used under this contract, as required by the laws of the State of Cali- fornia, on forms approved by City. The Performance Bond shall be for an amount of one hundred percent (1000) of the amount of this contract and shall be conditioned on full and complete per- formance of the contract, guaranteeing the work against faulty workmanship and materials for a period of one (1) year after com- pletion and acceptance. The Labor and Material Bond shall be for an amount of one hundred percent (100%) of the amount of this contract and shall be conditioned upon full payment of all Labor and Material entering into or incidential to the work covered by this contract. SITUATION The final phase of the Camino del Avion Storm Drain is completed and ready for acceptance by the City Council and recordation of a Notice of Completion with the County Recorder. FINANCIAL CONSIDERATIONS The current payment status is as follows: Total Project Cost $388,884.82 Loss 10% Retention - 38,888.48 Total Due to Date 349,996.34 Previous Payments _ 318,329.79 Amount Due 31,666.55 There is $420,000 in the 1981-82 Capital Project budget for Phase III of the Camino del Avion Storm Drain. ALTERNATE ACTIONS 1. Accept the improvements. 2. Do not accept the improvements. 3. Refer to Staff for more information. RECOMMENDATION 13y motion, determine that the work has been completed and declare the work to be accepted. SITUATION On September 26, 1981, Mr. Charles Vermeulen requested the City to remove approximately 150 feet of cast in place pipe behind his market because he felt the projecting pipe would interfere with his unloading area. This was done and new pipe laid at an adjusted grade. On September 10th the contractor was sent back in to regrade along the property line between the school and Kinoshita Farms. Mr. Kinoshita required a drainage swale to intercept potentially harmful water runoff from the school. In order to continue operations it was necessary to add temporary fencing and gates for both property owners. FINANCIAL CONSIDERATIONS The cost of this extra work is $10,431.58. The original contract is $349,408.05 with a budget of $420,000. ALTERNATE ACTIONS 1. Approve the change order. 2. Do not approve the change order. 3. Refer to staff for more information. OWNER shall grant to the CITY a temporary easement for storm drain construction purposes as described in Exhibit B for the period of construction. 4. CITY shall cause the contractor to restore the easement to the original grade, free of debris and construction materials. S. CITY shall, upon execution of this agreement, pay the OWNER the sum of $30,000 as compensation for any and all crop loss and damage to the soil structure by construction activities. 6. CITY shall cause a temporary five (5) foot chain link fence to be erected during the period of construction, along the temporary easement. 7. The CITY shall cause the contractor to set the manholes at an elevation not to interfere with future operations of the OWNER. B. CITY shall cause the contractor to place material excavated from the pipeline construction in a roadway area approximately 250 feet long and 10 feet wide to the satisfaction of the OWNER. 9. upon completion of the project a three inch PVC water line shall be placed within the 15 foot permanent easement. 10. CITY shall cause the contractor to exercise diligence to protect all irrigation lines. 11. CITY shall cause its best efforts to insure that no shutdown is required in excess of 24 hours. 12. Nothing herein contained shall prevent the OWNER from claiming injury or damages to his crops which may arise from lack of irrigation water caused by CITY. CITY shall provide two (2) inlets in its newly constructed drainage facility to drain OWNER'S parking lot. d. If affected by the construction, CITY shall replace and/or relocate domestic water and sewer lines serving OWNER. e. The width of the permanent easement directly behind the existing market shall be 15 feet. f. Murphy, Director of Public Works SUBJECT: Status Report Del Avion Storm Drain SITUATION Plans and specifications for the third and final phase of the Del Avion Storm Drain are complete and ready for City Council approval. However, negotiations for the required right-of-way have run into difficulties and staff wishes the Council to be aware of these problems. The necessary easement along the east property line of Marco Forster School has been granted by the Capistrano Unified School District and is ready for acceptance by the City Council. In letters dated September 8, 1980, Mr. Shigeru Kinoshita and Mr. Charles Vermeulen were asked to grant easements for the storm drain in exchange for the benefits of the proposed facility. As a result of these letters, a meeting was held which resulted in redesign and realignment of the storm drain at their request. At this, and subsequent meetings, Mr. Vermeulen voiced his concern about access to his loading dock and his future use of the easement. Mr. Kinoshita was apprehensive about the problem he would experience by the loss of the crop to be planted and substandard crops grown on the compacted soil. On March 27, 1981, staff again delivered the necessary easement deeds and revised agreements, which the property owners forwarded to their respective lawyers. Mr. Kinoshita estimated that the construction would cost him approximately $30,000 in crop loss for which he would expect reimbursement from the City. Mr. Vermeulen was displeased with the entire agreement and in a later meeting it was decided to have him draw up an agreement for the review of the City. He again stated his opinion that the storm drain would not benefit his land. Phase III of the storm drain is scheduled to be constructed this summer in order to avoid the rainy season and the school's fall session. In order to complete the portion along the school site by mid-September, it is necessary to start the bidding process by the May 5th Council meeting. FINANCIAL CONSIDERATIONS Construction of Phase III of the Del Avion Storm Drain is estimated at $480,000. It is unknown at this time what, if any, additional funds may be required to acquire easements from Mr. Kinoshita and Mr. Vermeulen. FOR CITY COLINGH. Murphy, Director of Public Works SUBJECT: Status Report - Del Avion Storm Drain SITUATION Construction is underway on the Del Avion Storm Drain. In order to meet the Orange County Flood Control District's deadline of October 15, 1979, to be out of the channel of San Juan Creek, the project, which was approved by the City Council on August 15, 1979, was split into two parts. The part under construction is the out- let structure to upstream approximately 50 feet, just out of the flood control right-of-way. After the decision in late July to route all the water through the Del Avion Storm Drain, the structure was redesigned and the encroach- ment permit from the Orange County Flood Control was applied for. At this time, construction costs would have been $18,000 and, to meet the October 15th deadline, would be contracted out on a standard purchase order. With the deadline rapidly approaching, the District called for major changes in the outlet structure which boosted the price to about $45,000. In order to be able to construct the remainder of the Del Avion Storm Drain Phase I this winter and thus save the inflationary costs of waiting, it was decided that the project should continue as before. As of October 10, 1979, the outlet structure is 80% complete; and the six lengths of pipe required to get out of the Flood Control District's right-of-way has been laid. Plans for the remainder of the project are being prepared to go out to bid. FINANCIAL CONSIDERATIONS Moving ahead with force account work and contract type construction to expedite the project should not increase costs above the $401,000 budgeted for this year. Murphy, Director of Public Works SUBJECT: Approval of Plans and Specifications and Authorization to Call For Bids - Camino Del Avion Storm Drain SITUATION Staff is requesting authorization to advertise the subject project to receive bids. The project calls for the construction of an 84 -inch diameter storm drain from San Juan Creek to Camino Del Avion southerly of Del Amo. This project was ready for construction one year ago but was cancelled with the passage of Proposition 13. The project has been redesigned in an attempt to reduce costs and the need to resolve a conflict with a major telephone facility. Further improvement of the facility is intended upon review by the affected property owners and approval by the City Council. Staff is also including a proposed improvement to Camino Del Avion from Alipaz Street to Del Amo. It is felt that a minimum amount of inconvenience will be experienced by the public by combining the two projects. The end result will be the elimination of the con- stant flooding of Camino Del Avion and the improvement of one of the "most primitive" streets within the City with one operation. FINANCIAL CONSIDERATIONS The cost of the storm drain is estimated to be $203,000; there are $404,000 funded within the Drainage and Agricultural Preservation Funds for this project. The cost of the street improvements is estimated to be $30,000; there are $48,000 funded within the Systems Development Fund. The engineer's estimate for the combined projects is $233,000 and is within the fiscal limitations of the City's Budget. ALTERNATE ACTIONS 1. Modify the project and advertise at a later date. 2. CALIFORNIA 92675 PHONE 493.1171 June 11, 1981 ADDENDUM #1 to Plans and Specifications for the Del Avion Storm Drain -Phase III Portland Cement Concrete All Portland cement concrete, except that for cast in place pipe, shall be Class 560-C-3250 using Type II (sulphate resistant) cement and meet the requirements of Standard Plan 803 of the Orange County Environmental Management Agency (OCEMA.) Portland concrete cement for cast in place pipe shall have a 28 day compressive strength of 3,000 psi using Type II cement and meet the requirements of Standard Plan 803 of the OCEMA. Reinforced Concrete Box The trench for the 3'x8' reinforced concrete box (RCB) shall be over excavated four feet below flow line and two feet on each side. The area shall then be refilled with compacted earth up to within six inches of the box structure. Onsite earth materials if free of deleterious matter and at a suitable moisture content should be placed in six to eight inch horizontal lifts and mechanically compacted to at least 90 percent relative compaction, relative to the maximum dry density as determined by the standard test method designated ASTM D1557-78. Materials removed by overexcavation will likely be saturated, requiring a substantial drying period. Disposal of these materials and the use of excess earth materials generated from construction of the RCP line should be anticipated. Trench Backfill RCP Bedding and Cover. Pipe bedding and cover materials (pipe zone ackf�ll) shall consist of a clean sand and gravel mixture free of deleterious matter that conforms to the gradations shown in Table 1 - Bedding Gradation and Table 2 - Pipe Zone Gradation. The bedding zone shall extend from six inches beneath the pipe to 1/6 the out- side diameter of the pipe above the bottom of the pipe. 0 0 Addendum #1 to Page 2 Plans and Specifications for the Del Avion Storm Drain - Phase III The pipe zone shall be considered to extend 12 inches above the top of the outside diameter of the pipe. The bedding material beneath the pipe shall be placed and graded so that the pipe is uniformly supported for the full extent of the pipe section. After setting of the pipe section, the remaining pipe zone backfill shall be placed in the trench simultaneously on each side of the pipe for the full width of the trench. Box Culvert Bedding and Cover. Directly beneath the floor slab of the box culvert, a six-inch thick bedding zone consisting of materials conforming to the gradation shown in Table I shall be placed and compacted to 95 percent relative compaction. Upon completion of box construction, backfill against the walls and above the roof slab shall consist of pipe zone materials shown in Table 2, extending at least 12 inches away from the structure and compacted to at least 90 percent relative compaction. Backfill Outside Pipe Zone. Onsite earth materials if free of deleterious matter and at a suitable moisture content may be placed in thin lifts outside the pipe zone and mechanically com- pacted to at least 90 percent relative compaction. Work for this bid item includes construction of a temporary above ground irrigation line along the easterly lire of the construction easement of Kinoshita Farm, hooking up to the existing system, installation of irrigation pipe and appurtenances to replace the eistinq pipe and appurtenances, hooking up of the new irrigation line and all other appurtenant work necessary to restore the irrigation system to its previous operational efficiency. The owner must be afforded access and continuous use of his irrigation facilities. Workmanship shall conform to Section 306-1 of the Standard Specifications. Permanent pipe shall be Type 1120 or 1220 polyvinylchloride low head underground irrigation pipe with a pressure rating of at least 50 p.s.i. Fittings shall be Schedule 40 PVC Type 1. Solvent for use on PVC pipe shall be of a type approved by the manufacturer of the pipe. Fittings for belled type of pipe shall also be of the same manufacture as the pipe. Temporary pipe may be metal but must operate to the satisfaction of the Engineer. Asphalt concrete shall meet the provisions of Section 400-4 and be III AR 4000. Coarse aggregate shall consist of material of which at least 75 percent by weight shall be crushed particles in lieu of Subsection 400-4.2.3. Concrete shall be Class 560-C-3250. Payment Full compensation for all labor,materials, tools, and equipment for the above work and all other appurtenant work as shown on the plans or included in the specifications shall be included in the price bid per square foot and no additional compensation will be made. BID ITEM 18 - Construction Fencing - Work for this bid item shall include the erection, maintenance and removal of a 5' chain link fence. This fence must be up before construction begins and must be removed within seven days after the Engineer accepts the work. Payment Full compensation for all labor, materials, tools and equipment for the above work and all other appurtenant work as shown on the plans or included in the specifications shall be included in the lump sum price bid and no additional compensation will be made. BID ITEM 19 - Traffic Control The work for this bid item shall include the safe control of traffic in the construction zone to the satisfaction of the Engineer. Traffic control will be required on Camino Del Avion and along Del Obispo Street and must be maintained on a 24-hour basis. BID ITEMS 4 THROUGH 19 f Bid items 4 through 19 are the same as in Alternate A. Insurance and Overhead Costs The contractor will not receive any direct compensation for insurance and overhead (move in, clearing and grubbing, pot- holing, etc.) costs. Accordingly, all such costs shall be pro -rated to the appropriate bid items. Utilities The Engineer has endeavored to show all existing utilities. The contractor must, however, take all precautionary measures to protect all utilities, and services. Of particular interest are the Kinoshita irrigation lines. These lines are to be potholed by the contractor in the presence of the owner and plainly marked before construction begins. The owner is to have continuous use of these lines, and contractor shall immediately repair damaged lines. Such repairs shall take precedent over all other construction activities. Mitigation of Damage to Crops and Soil The contractor shall carry out construction activities so as to minimize damage by compaction to the adjacent fields. These measures include, but are not limited to: a. Placing of excavated soil on edge of construction easements and the pipe between the spoil and trench. -31- M 10. 0 0 b. Use of a tracked backhoe, routing of traffic as close as possible to the property line and mini- mizing traffic. C. Dust shall be controlled by a speed limit of five (5) miles per hour, and wetting down of the site to the satisfaction of the Engineer. Coordination With Property Owners and Cost of Claims It is most important to insure that the operations of Kinoshita Farms and Vermeulen's Ranch Market experience minimal disruption. Immediate response to broken irrigation facilities and disruption to delivery schedules at the market is mandatory. Claims arising from delayed construction shall be the responsibility of the contractor. Water Contractor is responsible for making arrangements for water with Orange County Waterworks District #4. All costs for water should be pro -rated to the appropriate bid items. Examination of Plans, Specifications and Site of Work The bidder is required to examine the site of work, the proposal, the plans and the specifications very carefully. He shall satisfy himself as to the character, quality and quantities of the work to be performed, the materials to be furnished and the requirements of the Contract Documents. The person submitting such a re- quest shall be responsible for its prompt delivery. Disqualification of Bidders No person, firm or corporation shall be allowed to make, file or be interested in more than one bid for the same work unless alternate bids are called for. Licensing of Contractor All persons, firms, partnerships or corporations shall be licensed in accordance with the Business and Professions Code of the State of California and the applicable ordinances of the City and County before doing any work of any kind. Withdrawl of Bids Any bidder may withdraw his bid in person or by written request at any time prior to the scheduled closing time for re- ceipt -of bids. opening of Bid Proposals The City will, in open session, publicly open, examine and declare the bids at the time set forth in the "Notice Inviting ' Bids". Bidders or their authorized representatives are invited to be present. Award of Contract or Rejection of Bids No bidder may withdraw his bid for a period of forty-five (45) days after the date set for the opening of bids. The con- tract for the work will either be awarded or the bids rejected within the forty-five (45) days from the date set for the opening of bids. The contract for the work will be awarded to the lowest responsible bidder complying with these instructions and with the "Notice Inviting Bids". The City, however, reserves the right to reject any or all bids and to waive any nonconformity in the bids received. -13- 0 The bidder to whom the award is made shall execute a written contract with the City and furnish the stipulated bonds, insurance and bid breakdown within fifteen (15) days after the notice of award of contract. The contract shall be made in the form adopted by the City. The release of the successful bidder's surety deposit, as previously stipulated (page 5), shall be made upon the City's acceptance of the Labor and Materials Bond and the Faithful Per- formance Bond. If the bidder to whom the award is made fails to enter the contract as herein provided, the award may be annulled and an award may be made to the next lowest responsible bidder; and such bidder shall fulfill every stipulation embraced herein, as if he were the party to whom the first award was made. The alignment of the proposed storm drain improvements and the approximate locations of four drill holes excavated during our reconnaissance are shown on Plates 1.1 through 1.3 - Geotechnical Map. Drill hole logs and the results of laboratory testing on representative earth materials are presented in the Appendix. This report was prepared for the exclusive use of the City of San Juan Capistrano for specific application to the subject project in accordance with generally accepted foundation engineering practices. No other warranty, expressed or implied is made. PURPOSE AND SCOPE The purpose of this study is to present a description of representative subsurface conditions to be anticipated during excavation for the storm drain improvements and to provide geotechnical data for design. The scope of our work for this project was established as follows: 1. Excavate four rotary bucket drill holes to depths up to 20 feet below existing ground surface. 2. Obtain inplace and bulk samples of representative earth materials encountered during exploration. Record groundwater levels where encountered. S81034 �j^ 2 3. Perform necessary laboratory testing on samples obtained to determine strength characteristics and other engineering pro- perties of the foundation soils. 4. Make engineering analyses to determine excavation characteris- tics, temporary slope stabilities, shoring data, bedding, cover and backfill requirements. 5. Prepare a formal report summarizing our findings, conclusions and recommendations. PROPOSED DEVELOPMENT The proposed storm drain improvements consist of two segments; a box culvert on the west side of Del Obispo Street and a reinforced con- crete pipe (RCP) drain east of Del Obispo Street, that circumvents Marco Forester Junior High School. The box culvert is eight feet wide by three feet deep and will be founded along the flowline of an existing unlined ditch paralleling Del Obispo Street. A two foot cover of earth materials will be placed over the completed structure for its full length of approximately 750 feet. The RCP segment which is approximately 1700 feet long, begins at Camino Del Avion extending northward along the east side of Marco Forester Junior High School and turning westward along the southside of Vermeulen's market, terminating at Del Obispo Street into an existing 66 -inch diameter RCP drainline. Beginning at Camino Del Avion, the proposed pipeline is 78 - inch diameter, gradually reducing to 48 -inch diameter near the terminus at S81034 .�.Y_- 3 Del Obispo Street. The depth of excavation is generally eight to 13 feet below ground surface, locally deepening to approximately 15 feet around station 34+50 where the alignment approaches the toe of an existing slope. FINDINGS ROUTE CONDITIONS The southerly portion of the RCP alignment crosses an agricul- tural field of limited topographic expression, with groundsurface elevations gradually rising to the north. This field is presently under cultivation. At approximately station 34+90 the pipeline route crosses an existing Swale and trends askeW to a small south -facing slope, crossing the slope face and then paralleling the top of slope adjacent to a produce market. Numerous underground utilities are located within this portion of the alignment, and a gravel covered access area is present along the rear of the market. The proposed box culvert will be constructed within an existing unlined drainage ditch that parallels the westside of Del Obispo Street. The ditch is approximately three to four feet below adjacent roadway grade, and contained water on the order of six inches deep at the time of exploration. A light to moderate growth of low -growing vegetation flanks the westside of the alignment in this area. EARTH MATERIALS Fill (af). Existing fill was encountered in Drill Holes (DH-) 3 and 4 to depths of three feet and two feet respectively. However, water was present within the ditch to a measured depth of six inches. It is likely that this condition will persist at the time of construction, anticipated during the summer months. CONCLUSIONS AND RECOMMENDATIONS 1.0 GENERAL Based upon our exploration, laboratory testing and engineering analysis of geotechnical data pertinent to the area, it is our opinion that it is geotechnically feasible to develop the storm drain improvements as generally proposed, provided that the recommendations contained within this report are incorporated into the project. The principal geotechnical con- siderations which will have a bearing on construction include site prepara- tions beneath the box culvert and protection of existing improvements adjacent to proposed excavation. 2.0 DEWATERING Along the RCP alignment east of Del Obispo Street, groundwater was encountered in DH -1 at elevation 45 feet. This elevation is slightly below the lowest point of proposed excavation. For construction accomplished during the summer and early fall months of 1981, this lower groundwater condition should prevail. Minor seepage conditions may develop within the easterly excavation slope where the alignment trends along the cultivated field east of Marco Forester Junior High School, due to ongoing agricultural irrigation. However, this condition would not have a significant impact on construction. At the time of exploration, surface water was present within the drainage ditch where the box culvert will be constructed. Since this water is an accumulation of surface runoff, the presence of water in this area should be S81034 �— 6 anticipated throughout the summer. We recommend that the drainage ditch be blocked off upstream of proposed construction and water diverted around the construction area prior to the start of excava- tion. Standing water remaining in the ditch should be pumped out and the area left open to dry. 3.0 SITE PREPARATION 3.1 General. Site preparation will basically consist of removing and disposing of any significant accumulations of vegetation, trash and debris within the limits of excavation for both the RCP and box culvert alignments, prior to the start of trenching. This will pre- vent contamination of the excavated materials with deleterious matter which would restrict its use as trench backfill. 3.2 Overexcavation. The flowline for the proposed box culvert closely approximates the existing flowline of the drainage ditch present along Del Obispo street, requiring minor design excavations to establish sub - grade. However, the earth materials within the upper portion of the drainage ditch are not suitable for the support of the box culvert. Although the physical site conditions prevented excavation of a drill hole within the ditch, the area was probed and found to contain soft, saturated sediments to a depth slightly in excess of three feet. For planning purposes we estimate that the bottom of the drainage ditch should be overexcavated four feet below the existing flowline to esta- blish a firm subgrade. This should be confirmed by observation of qualified personnel and testing if necessary, during excavation. Removal of these materials may require equipment operating above and to the side of the trench as these soft, saturated soils will likely not support grading equipment. The lateral limits of overexcavation should extend at least four feet outside the edge of the box culvert at the base of removals. S81034 7 vl _ At the completion of overexcavation, the area should be refilled with compacted earth materials up to within six inches of the bottom of the box structure. Onsite earth materials if free of deleterious matter and at a suitable moisture content should be placed in six to eight inch horizontal lifts and mechanically compacted to at least 90 percent relative compaction, relative to the maximum dry density as determined by the standard test method designated ASTM D1557-78. Mater- ials removed by overexcavation will likely be saturated, requiring a substantial drying period. Disposal of these materials and the use of excess earth materials generated from construction of the RCP line should be anticipated. 4.0 TRENCH EXCAVATIONS 4.1 Trenching. Exclusive of the previously described materials within the drainage ditch along Del Obispo Street, the alluvial and existing fill soils along the pipeline alignment can be readily excavated with convention- al grading equipment. 4.2 Trench Slopes. Where sufficient working area exists, open unsupported trench excavations may be constructed above the water table, utilizing temporary slope inclinations of 1 horizontal to 1 vertical. Excavated materials should not be stockpiled closer than 10 feet to the edge of the trench. Unsupported trench slopes should not be excavated closer than five feet horizontally from the base of existing underground pipelines that para- llel the trench. Similarly, the top of slope excavations should not extend closer than two feet at ground surface to the base of overhead utility poles. S81034 8 Any encroachment on these setback limits which are depicted on Figure 1 - Slope Setback Requirements, should be accomplished only after consultation with the individual utility firm to establish additional protection measures as necessary. 4.3 Shoring. Where vertical trench excavations are being considered within the alluvium or existing fill, properly designed shoring installed in accordance with applicable OSHA requirements will be necessary. Lateral earth pressures which can be used for shoring design are shown on Figure 2 Lateral Pressures For Temporary Excavations. These values should be in- creased for any surcharge loads including stockpiled earth materials and live equipment loads. A vertical trench excavation will be required for the segment of the RCP alignment that parallels the southside of Vermeulen's Produce Market. Within this area where the trench parallels the building, no more than 30 lineal feet of trench should be excavated prior to installation of shoring. 5.0 TRENCH BACKFILL 5.1 RCP Bedding and Cover. Pipe bedding and cover materials (pipe zone backfill) should consist of a clean sand and gravel mixture free of dele- terious matter that conforms to the gradations shown in Table 1- Bedding Gradation and Table 2 - Pipe Zone Gradation. The bedding zone should ex- tend from six inches beneath the pipe to 1/6 the outside diameter of the pipe above the bottom of the pipe. The bedding material beneath the pipe should be placed and graded so that both the pipe and pipe bells are uniformly supported for the full extent of the pipe section. After setting of the pipe section, the remaining pipe zone backfill should be placed in the trench simultaneously on each side of the pipe for the full width of the trench. Bedding and cover materials should be placed and compacted to at least 95 percent relative compaction.in accordance with the previously listed standard. Care should be exercised during backfill and compaction of the bedding and pipe zone materials to avoid damage to the pipe. 5.2 Box Culvert Bedding and Cover. Directly beneath the floor slab of the box culvert, a six-inch thick bedding zone consisting of materials conforming to the gradation shown in Table 1 should be placed and compacted to 95 percent relative compaction. Upon completion of box construction, backfill against the walls and above the roof slab should consist of pipe zone materials shown in Table 2, extending at least 12 inches away from the structure and compacted to at least 90 percent relative compaction. 5.3 Backfill Outside Pipe Zone. Onsite earth materials if free of dele- terious matter and at a suitable moisture content should be placed in thin lifts outside the pipe zone and mechanically compacted to at least 90 per- cent relative compaction. Native earth materials are not suitable for compaction by flooding or jetting. 6.0 CONCRETE BOX DESIGN The concrete box should be designed for the vertical soil cover and surcharge loads and for lateral earth pressures. The top of the culvert S81034 13 will be subject to a 250 pound per square foot pressure due to the weight of the proposed two foot soil cover and any live load surcharge. Lateral loads on the box will consist of an at -rest pressure equal to the pressure exerted by a fluid weighing 65 pounds per cubic foot, a uniform pressure of 90 pounds per square foot due to the soil cover on the top and 35 percent of any vertical surcharge. The at -rest pressure should be increased to the pressure exerted by a fluid weighing 80 pounds per cubic foot where there is a sloping 2 horizontal to 1 vertical sur- charge of the natural slope above. The box can be designed using a bearing value of 2000 pounds per square foot. Lateral pressures can be resisted using a passive pressure equal to the pressure exerted by a fluid weighing 400 pounds per square foot and a friction coefficient of 0.45 between the bottom of the box and the supporting soil. 7.0 CORROSION Test results indicate the supporting earth materials for the pipe and box are basic in character having a pH from 7.2 to 8.4. The sulfate content of these soils range from 63 to 308 parts per million (ppm). Concrete for the pipe and box should be made with sulfate resistant cement, Type II. The supporting materials have a chloride content ranging from 35 to 190 ppm and a low resistivity ranging from 833-2000 ohms per centimeter. These characteristics are severely corrosive and will require protection for metal fixtures placed in contact with soil. S81034 14 r! 8.0 GEOTECHNICAL REVIEW AND OBSERVATION It is recommended that the geotechnical engineer be provided the opportunity for a general review of final design and specifica- tions in order that earthwork recommendations may be properly inter- preted and implemented in the design and specifications. The depth of overexcavation beneath the box culvert should be observed and the subgrade tested if necessary to verify that suffi- cient removals have been accomplished. Trench backfills should be tested by a qualified soils engineer. This report has been prepared by the professional engineer and engineering geologist whose signatures appear below. The findings, recommendations and professional opinions are presented within the limits prescribed by the client, after being prepared in accordance with generally accepted professional engineering and geologic prac- tices. Ma Civil Engineer #13408 S81034 APPENDIX SUPPORTING GEOTECHNICAL DATA EXPLORATION A-1�� Exploration for the Del Avion Storm drain - Phase III was performed on May 1, 1981 and consisted of excavating four drill holes to depths ranging from 16 to 21 feet. All drill holes were excavated with rotary bucket drilling equipment using an 18 -inch diameter bucket. Undisturbed samples were obtained during drilling by driving into the ground a 3.2 -inch, outside diameter, steel sampler which contained an 8 -inch long, 2 5/8 -inch, inside diameter, brass sampling sleeve. The number of blows of the kelly bar needed to drive the sampler 12 inches was recorded as an indi- cation of the density of the materials. Large bulk samples of the different earth materials encountered during drilling were obtained from the cuttings. All samples of the earth materials were sent to the laboratory for examination, testing, and classification using a modified Unified Soil Classi- fication System and group symbol. Groundwater was encountered in DH -1 at a depth of 16 feet. The level was recorded in the drill hole at the time and under the conditions stated on the log. These data have been reviewed and interpretations made in the text of this report. However, it must be noted that fluctuations in the groundwater level may occur due to variations in rainfall and other factors at the time measurements were made. No caving was observed within the four drill holes excavated. S81034 A-2 Subsurface exploration was performed by an engineering technician working in conjunction with a soil engineer. Field logs were prepared for the drill holes by one of our staff. The logs contain factual information and interpretation of soil conditions between samples. Copies are on file in our office. Final logs represent our interpretation of the contents of the field logs, and the results of the laboratory observations and tests of the field samples. The stratifi- cation lines represent the approximate boundary between soil types, and the transition may be gradual. The final logs are attached as Plates A-1.1 through A-1.4 - Log of Drill Hole. Our recommendations are based on the contents of the final logs and the information contained therein and not on the field logs. A legend to the logs is presented on Plate A-2. The estimated drill hole locations are shown on Plates 1.1 through 1.3. Locations of drill holes were approximately determined from various reference points. Elevations were approximately determined by interpolation of ground surface elevations shown on the construction drawing profiles. Location and elevations of the drill holes should be considered accurate only to the degree implied by the method used. S81034 TFQTTMa MOISTURE AND DENSITY TESTS A-3 Gf _ The moisture contents and densities of undisturbed samples were determined prior to additional testing. The wet densities of the samples obtained from the field were measured. The moisture content was determined in accordance with the ASTM D2216-66 Standard Test Method and was considered to represent the moisture content of the entire sample in order to determine the entire sample's dry density. The test results are presented on Plates A-1.1 through A-1.4. After additional testing was completed, the wet densities and the moisture contents were determined to compute the after -test dry densities. The dry densities of specimens before direct shear testing were computed utilizing the after -test wet weights and moisture contents and the before - test specimen volumes. The moisture contents before testing were computed utilizing the before -test wet weights and volumes and the computed before - test dry densities. DIRECT SHEAR TESTS Direct single shear tests were performed on representative samples of native earth materials to determine their strength characteristics. Prior to testing, the specimen heights and weights were measured and recorded. The desired normal load was applied through a lever system to the specimen placed under water and allowed to saturate and to come to equilibrium. The shear force was applied through a motor and gear system at a constant rate of deflec- tion. Shearing and normal displacements and shear loads were recorded periodi- cally during the test. S81034 A-4 The shear test results are presented on Plate A-3 - Shear Test Data. A legend to the test data is presented on Plate A-6. GRAIN -SIZE DETERMINATIONS Grain -size distributions of 2 representative samples of the earth materials present along the alignment were performed in accordance with a modified test method designated ASTM D422-63. The test results were utilized to verify the soil classification and as an index to the material's other engineering properties. The test results are presented on Plate A-4 - Grain - Size Distribution Data. CHEMICAL TESTS Chemical tests were performed on three representative samples of the onsite materials to determine their sulfate and chloride contents and their pH and resistivity. The test results were utilized to evaluate the potential detrimental effects on concrete pipeline materials.
