CHC Minutes-2022-01-25 MINUTES January 25, 2022 SAN JUAN CAPISTRANO CULTURAL HERITAGE COMMISSION REGULAR AND TELEPHONIC CONFERENCE MEETING ORGANIZATION: Chair Siegel called the Adjourned Regular and Telephonic Conference Meeting of January 25, 2022, of the Cultural Heritage Commission of the City of San Juan Capistrano to order at 4:30 p.m. ROLL CALL: CULTURAL HERITAGE COMMISSIONERS PRESENT: Commissioners Jan Siegel, Ann Ronan, Anna Dickinson, and Paul Lopez. CULTURAL HERITAGE COMMISSIONERS ATTENDING BY TELEPHONE: Commissioner Lorie Porter. COMMISSIONER ABSENT: None. STAFF PRESENT: Joel Rojas, Development Services Director Sergio Klotz, Assistant Development Services Director Laura Stokes, Associate Planner/Housing Supervisor Agenda items are presented in the originally agendized format for the benefit of the minutes reader but were not necessarily heard in that order. PLEDGE OF ALLEGIANCE: Commissioner Siegel led the Pledge of Allegiance. ORAL COMMUNICATIONS: None. CONSENT CALENDAR: Commission Action: Moved by Commissioner Ronan, seconded by Commissioner Lopez, to approve the consent calendar Items C1 & C2 by a 5-0 vote. C1. MOTION FINDING THAT CONDUCTING TELEPHONIC/VIRTUAL MEETINGS FOR THE REGULAR OPEN SESSION MEETING AS ALLOWED PER ASSEMBLY BILL 361, PROMOTES SOCIAL DISTANCING DURING THE COVID-19 PANDEMIC. C2. Consideration of the physical and aesthetic compatibility of proposed land use improvements adjacent to the San Juan Hot Springs Dance Hall, a structure identified on the City’s Inventory of Historic and Cultural Landmarks, in accordance with City Council Policy 603, Section 5. The proposed land use improvements involve the demolition of an existing 15,000 sq. ft. non-IHCL listed building (City Hall) and construction of a new 16,388 sq. ft. City Hall and a 50-Unit Apartment Building of Affordable Housing, and related site improvements on adjoining lots totaling approximately 2.2 acres at 32400 Paseo Adelanto (APN: 668-101-23) (Applicant: Jamboree Housing Corp.). Laura Stokes provided the staff presentation and responded to questions. Chair Siegel opened the public hearing and no one provided public testimony. Commission Action: COMMISSIONER Ronan made a motion, seconded by COMMISSIONER Dickenson, to recommend to the City Council that the proposed land use improvements associated with a new City Hall and 50-unit affordable housing apartment building are of physical and aesthetic compatibility with the San Juan Hot Springs Dance Hall, a structure identified on the City’s Inventory of Historic and Cultural Landmarks and the National Register of Historic Places, as described in City Council Policy 603. Verbal discussion to consider related programs during preservation month in 2022 and to consider forming an Ad Hoc Committee. Cultural Heritage Commissioners provided comments and feedback regarding preservation month, activities/events, fundraising and outreach. It was agreed to continue the discussion to the next regularly scheduled meeting and direct staff to place an item onto the agenda for the Commission’s consideration to recognize May 2022 as National Historic Preservation month. CHC Action Minutes 3 January 25, 2022 UNFINISHED BUSINESS: None. COMMISSION/STAFF COMMENTS: Staff notified the Commission that two pending Accessory Use Permit applications would be presented to the Commission in February and that items related to a new City Seal and renaming the downtown portion of Ortega Highway would be presented to the Commission in March. ADJOURNMENT: There being no further business Chair Siegel adjourned the meeting at 5:30 p.m. to Tuesday, February 22, 2022, at 4:30 p.m. in the City Council Chamber.
