TELEPHONIC CONFERENCE MEETING
Chair Siegel called the Regular and Telephonic Conference Meeting of May 25, 2021,
of the Special Cultural Heritage Commission of the City of San Juan Capistrano to order
at 4:30 p.m.
ROLL CALL:
CULTURAL HERITAGE COMMISSIONERS PRESENT: Commissioners Jan Siegel,
Ann Ronan, Anna Dickinson, Paul Lopez, and Lorie Porter.
COMMISSIONER ABSENT: None.
STAFF PRESENT: Joel Rojas, Development Services Director

Cafe and Hidden House Coffee; and Allan Niccola, Claudia Niccola and Damian
Orozco representing The Tea House)(Project Manager: Sergio Klotz)(Applicant:
Phillip Schwartze, PRS Group).
Joel Rojas, Development Services Director, provided the staff presentation and
responded to questions.
Phillip Schwartz, applicant, responded to Commissioner questions.
Chair Seigel opened the public hearing and Mary Galen Watkins, Tom Ostensen,
Jordan Smith, John Taylor, David Hutchins, Stephen Rios, Monica Mukai, and
lrag Douraghi provided public testimony.
Commission Action: COMMISSIONER Dickinson made a motion, seconded by
COMMISSIONER Porter, to suspend the Rosenberg rule of order which only
allows motions for reconsideration to be made at the meeting in which the item
was voted upon. The motion passed by a 5-0 vote.

Commission Action: COMMISSIONER Dickinson made a motion, seconded by
COMMISSIONER Ronan, to reconsider the CHC's recommendation made at the
April 27, 2021 CHC meeting regarding proposed Code Amendment 20-002. The
motion passed by a 4-1 vote.

Commission Action: COMMISSIONER Dickinson made a motion, seconded by
COMMISSIONER Ronan, recommending that that the City Council reinstate the
AUP process and allow no more than three AUPs (12%) be approved. The
motion passed by a 4-1 vote.

Commission Action: COMMISSIONER Ronan made a motion, seconded by
COMMISSIONER Lopez, to continue Public Hearing items 02 -06 (AUP 21-
001, AUP 21-002, AUP 21-003, AUP 21-004 and AUP 21-005) to the June 22,
2021 Cultural Heritage Commission meeting. The motion passed by a 5-0 vote.
