CHC Minutes-2021-10-26 MINUTES October 26, 2021 SAN JUAN CAPISTRANO CULTURAL HERITAGE COMMISSION REGULAR MEETING TELEPHONIC CONFERENCE MEETING ORGANIZATION: Chair Siegel called the Regular and Telephonic Conference Meeting of October 26, 2021, of the Cultural Heritage Commission of the City of San Juan Capistrano to order at 4:30 p.m. ROLL CALL: CULTURAL HERITAGE COMMISSIONERS PRESENT: Commissioners Jan Siegel, Ann Ronan, Anna Dickinson, Paul Lopez and Lorie Porter. COMMISSIONER ABSENT: None. STAFF PRESENT: Sergio Klotz, Assistant Development Services Director Laura Stokes, Housing Supervisor/Associate Planner Agenda items are presented in the originally agendized format for the benefit of the minutes reader but were not necessarily heard in that order. PLEDGE OF ALLEGIANCE: Commissioner Siegel led the Pledge of Allegiance. ORAL COMMUNICATIONS: None. CONSENT CALENDAR: Commission Action: Moved by Commissioner Dickinson, seconded by Commissioner Ronan, to approve the consent calendar (Item C1) by a 4-0 vote (Commissioner Porter abstained). C1. CULTURAL HERITAGE COMMISSION MINUTES – REGULAR MEETING OF JULY 27, 2021, APPROVED AS PRESENTED ROLL CALL: AYES: COMMISSIONER: Siegel, Dickinson, Lopez, and Ronan. NOES: COMMISSIONER: None ABSENT: COMMISSIONER: ABSTAINED: COMMISSIONER: Porter. CHC Action Minutes 2 October 26, 2021 PUBLIC HEARINGS: None. NEW BUSINESS: E1. Consideration of a land use improvement to install a playground, modify the existing windows and doors, and modify an existing retaining wall on a non-IHCL listed property located at 31442 El Horno Street and a determination of physical and aesthetic compatibility with structures and places identified on the Inventory of Historic Cultural Landmarks (IHCL) – Old Fire House Complex. (Applicant: Stacey & Ray Constantian) (Project Manager: Laura Stokes, Housing Supervisor/Associate Planner). Laura Stokes provided the staff presentation and responded to questions. Stacey and Ray Constantian, applicant, provided presentation and responded to questions. Commission Action: COMMISSIONER Porter made a motion, seconded by COMMISSIONER Ronan, to recommend to the Development Services Director approval of the paint modifications to 31442 El Horno Street, finding that repainting of the building to off white and green trim, matching the neighboring City owned properties, and a red door to be physically and aesthetically compatible with the adjacent structures and places identified on the Inventory of Historic Cultural Landmarks. The motion passed by a 4-1 vote. ROLL CALL: AYES: COMMISSIONER: Siegel, Ronan, Lopez and Porter. NOES: COMMISSIONER: Dickinson. RECUSED: COMMISSIONER: None ABSTAINED: COMMISSIONER: None Commission Action: COMMISSIONER Ronan made a motion, seconded by COMMISSIONER Lopez, to recommend to the Development Services Director approval of the building modifications, playground installation and retaining wall modifications at 31442 El Horno Street, finding them to be physically and aesthetically compatible with the adjacent structures and places identified on the Inventory of Historic Cultural Landmarks.
