21-1102_R&H LAND PARTNERS_D1_PowerPointPurchase and Sale Agreement for City-owned Calle Arroyo Property Item D1 November 2, 2021 2 Outreach to Neighboring Properties •Staff received an informal purchase offer for the Calle Arroyo parcel from Mr. Socci, the Ortega Cottages owner •Staff contacted St. Margaret’s and the operator of the Ortega Equestrian Center to gauge interest in potentially acquiring the property •Discussions with St. Margaret’s and the Ortega Equestrian Center did not mature into a formal purchase offer from either •Staff recommends accepting the $150,000 purchase offer from Mr. Socci 3 Prior Actions •In June 2021,pursuant to the Surplus Land Act,the City Council approved a resolution declaring the Calle Arroyo parcel non-exempt surplus land and directed staff to issue a Notice of Availability to all required parties. •In October 2021,the City Council approved a resolution declaring the City’s intent to sell the Calle Arroyo parcel to R&H Land Partners and set this evening’s hearing date for approval of a Purchase and Sale Agreement. 4 Factors to Support Property Sale •Location, size and allowed uses on the property •Legal access •Long-term use of the site •FEMA regulatory restrictions •Potential risk and maintenance obligation mitigation •St. Margaret’s future plans for its adjacent property •Completion of Surplus Land Act noticing process •R&H Land Partners contemplated uses on the site 5 Recommendation: •Approve and authorize the City Manager to execute the proposed Purchase and Sale Agreement for the sale of the City-owned Calle Arroyo parcel to R&H Land Partners for the above fair market value sale price of $150,000. 6
