CHC Minutes-2020-07-28 MINUTES July 28, 2020 SAN JUAN CAPISTRANO CULTURAL HERITAGE COMMISSION REGULAR MEETING TELEPHONIC MEETING ORGANIZATION: Chair Siegel called the Regular and Telephonic Meeting of July 28, 2020, of the Cultural Heritage Commission of the City of San Juan Capistrano to order at 4:31 p.m. ROLL CALL: CULTURAL HERITAGE COMMISSIONER PRESENT: Chair Janet Siegel, Vice-Chair Ann Ronan and Commissioners Anna Dickinson and Howard Newman. COMMISSIONERS ABSENT: Lorie Porter. STAFF PRESENT: Joel Rojas, Development Services Director Sergio Klotz, Assistant Development Services Director David Contreras, Principal Planner Agenda items are presented in the originally agendized format for the benefit of the minutes reader but were not necessarily heard in that order. Consideration of Site Plan Review (SPR) 20-002, The Ecology Center Restroom & Concession Stand; a request for review of development plans CHC Action Minutes 2 July 28, 2020 related to a new restroom facility and concession stand, a determination of physical and aesthetic compatibility with structures and places identified on the Inventory of Historic Cultural Landmarks (IHCL) located at The Ecology Center at 32701 Alipaz Street (APN: 121-190-57)(Applicant: Andrew Sieger, The Ecology Center) (Project Manager: David Contreras, Principal Planner). David Contreras provided presentation and responded to questions. Evan Marks, applicant made the presentation and responded to questions. CHAIR Siegel opened the Public Hearing and no members of the public provided public testimony to the Cultural Heritage Commission. Commission Action: After reviewing the Development Plans for the Ecology Center Restroom & Concession Stand Commissioner Ronan made a motion, seconded by Commissioner Dickinson to approve staff recommendation by a 4:0 vote. Continued Consideration of Architectural Control (AC) 14-033, Church of Jesus Christ of Latter-Day Saints Meetinghouse; a request for approval of a Historic Depiction Program for a new meetinghouse/cultural hall building and chapel for a church use located on a 4.5 acre project site; located at 29273 Stallion Ridge, specifically located the north side of Stallion Ridge (formerly Vista Montana), northwest of the Avenida La Pata and Stallion Ridge intersection (Assessor’s Parcel Number 664-251-31)(Applicant: Gary Miller, Miller Architecture)(Project Manager: David Contreras, Principal Planner). David Contreras provided presentation and responded to questions. Gary Miller, architect, representing the Church of Jesus Christ of Latter-Day Saints Meetinghouse, made the presentation and responded to questions telephonically. CHAIR Siegel opened Public comments and Rich Heimann a member of the public provided public testimony to the Cultural Heritage Commission. CHC Action Minutes 3 July 28, 2020 Commission Action: After review and discussion on the Historic Depiction Program plaque text, COMMISSIONER Ronan made a motion, seconded by COMMISSIONER Dickenson to approve the Historic Depiction Program plaque text as proposed. The motion passed by a 3-1 vote. ROLL CALL: AYES: COMMISSIONER: Dickinson, Ronan and Siegel.
