CHC Minutes-2020-11-24 MINUTES November 24, 2020 SAN JUAN CAPISTRANO CULTURAL HERITAGE COMMISSION REGULAR MEETING TELEPHONIC/VIDEO CONFERENCE MEETING ORGANIZATION: Chair Siegel called the Regular and Telephonic/Video Meeting of November 24, 2020, of the Cultural Heritage Commission of the City of San Juan Capistrano to order at 4:31 p.m. ROLL CALL: CULTURAL HERITAGE COMMISSIONERS & STAFF ATTENDING BY TELECONFERENCE /VIDEO CONFERENCE, PURSUANT TO EXECUTIVE ORDER N-29-20: Chair Janet Siegel, Vice-Chair Ann Ronan and Commissioners Anna Dickinson, Howard Newman, Lorie Porter, Paul Garcia and Laura Stokes. Consideration of Site Plan Review (SPR) 20-003 and a determination of physical and aesthetic compatibility with structures and places identified on the Inventory of Historic Cultural Landmarks (IHCL), Taylor Residence Accessory Structure, Love House Addition, and Labat House Lattice Removal: A request to construct a 1,085 sq. ft. accessory structure, designed as a barn and consisting of a guest house with an attached workshop, and a 431 sq. ft. addition to the Love House on property located at 31661 Los Rios Street (APN 121-142-11) and within the Los Rios Historic District as listed on the City’s Inventory of Historic & Cultural Landmarks (IHCL) and National Register of Historic Places. Additionally, the removal of 702 square feet of lattice and impervious concrete slab that is attached to the entire north side of the Labat House is proposed, to be replaced with gardens. (Applicant: John Taylor)(Project Manager: Paul Garcia, Associate Planner). Paul Garcia, Associate Planner provided presentation and responded to questions. John Taylor, applicant made the presentation and responded to questions via teleconference. VICE CHAIR Ronan opened the Public Hearing and Dan Almquist and Harrison Taylor provided public testimony to the Cultural Heritage Commission. Commission Action: Commissioner Dickinson made a motion, seconded by Commissioner Siegel to adopt a resolution approving SPR 20-003 and make a finding that the proposed land use improvements are of physical and aesthetic compatibility with adjacent IHCL structures and places, as described in City Council Policy 603 by a 5:0 vote. Consideration of Architectural Control (AC) 18-021, Compliance with Condition of Approval Item 13, Ganahl Lumber; a request for approval of a Historic Depiction Program for a New Lumber Hardware Store and Lumber Yard, Future Drive-through Restaurants and Short Term Vehicle Parking on the Lower Rosan Property at 25865 Stonehill Drive (Assessor Parcel Numbers 121-121-253-13, 15 and 121-240-39, 73 and 76) (Applicant: Billy Guisto, Withee Malcolm Architects, LLP)(Project Manager: Sergio Klotz, Assistant Director). Sergio Klotz, Assisted Director provided presentation and responded to questions. VICE CHAIR Ronan opened the Public comments and no members of the public provided public testimony to the Cultural Heritage Commission. Commission Action: After reviewing the Historic Depiction Program for the Ganahl Lumber project, Commissioner Siegel made a motion, seconded by Commissioner Porter to take staff recommendation by a 4:1 vote and to have Commissioner Porter provide the applicant revised plaque text. Consideration of a Worksession of Architectural Control (AC) 18-014, Compliance with Condition of Approval Item 39, Serra Sol (Previously Protea) Memory Care; Review of an Historic Depiction Program for a new memory care facility at 31451 Avenida Los Cerritos (Assessor Parcel Number 650-151-14) (Applicant: Alexis Han, Irwin Partners Architects) (Project Manager: Laura Stokes, Housing Supervisor/Associate Planner). Laura Stokes provided presentation and responded to questions. Alexis Han, Irwin Partners Architects and Greg Spiro, Protea Capital Partners , made the presentation and responded to questions via teleconference. VICE CHAIR Ronan opened the Public comments and no members of the public provided public testimony to the Cultural Heritage Commission. The Commission reviewed the Historic Depiction Program for the Serra Sol (previously Protea) Memory Care project, and provided comments and direction to the applicant regarding size, location, and content of the Program.
