PC Minutes-2022-01-26 MINUTES January 26, 2022 SAN JUAN CAPISTRANO PLANNING COMMISSION REGULAR MEETING TELEPHONIC/VIDEO CONFERENCE MEETING ORGANIZATION: Chair Taylor called the Regular and Telephonic Conference Meeting of January 26, 2022, of the Planning Commission of the City of San Juan Capistrano to order at 5:00 p.m. ROLL CALL: PLANNING COMMISSIONERS PRESENT: Commissioners Harrison Taylor, Matt Gaffney, and Tami Wilhelm. PLANNING COMMISSIONERS ATTENDING BY TELEPHONE: Commissioners Stan Braden and Darren Fancher. COMMISSIONER ABSENT: None. Commission Action: COMMISSIONER Gaffney made a motion, seconded by COMMISSIONER Wilhelm, to adopt a resolution approving Sign Permit (SP) 21-028 allowing the installation of a neighborhood entry monument sign attached to an existing wall, as conditioned. Consideration of Code Amendment (CA) 21-005 to amend the Kinoshita Farm Specific Plan (85-01) to allow a public skatepark and trail as permitted uses; Rezone (RZ) 21-003 to rezone a City-owned 28-acre property located at 32681 Alipaz Street (APN: 121-190-57), known as the Kinoshita Farm, from Agriculture/Specific Plan-Precise Plan to Specific Plan-Precise Plan and City Planning Commission Action Minutes 3 January 26, 2022 Skatepark and Trail Project (CIP 21201) to allow development of a City-owned skatepark, trail, and related facilities (Project Manager: Matisse Reischl). RECOMMENDING TO BE CONTINUED TO THE FEBRAURY 9, 2022 PLANNING COMMISSION MEETING. Chair Taylor opened the public hearing, and James Gilbert, Eric Groos, Moxie, and Shane Huiberts provided public testimony. Commission Action: COMMISSIONER Wilhelm made a motion, seconded by COMMISSIONER Gaffney, to continue the public hearing on Code Amendment (CA) 21-005 to the February 9, 2022, Planning Commission meeting. Consideration of Architectural Control (AC) 21-023, Tree Removal Permit (TRP) 21-036, Grading Plan Modification (GPM) 21-024, Sign Program (SP) 22-002, Zone Variance (ZV) 21-001, and Floodplain Land Use Permit (FP) 21-003; Paseo Adelanto Mixed Use Project, a request for review of development plans related to a proposed mixed-use project consisting of 50 apartments of affordable housing and a new 16,338 square foot City Hall Office Building with 88 parking stalls located on a 2.22 - acre parcel at 32400 Paseo Adelanto (APN: 668-101-23)(Applicant: Jamboree Housing Corp.)(Project Manager: Laura Stokes, Housing Supervisor / Associate Planner). Laura Stokes, provided the staff presentation and responded to questions. Casey Harris, Senior Project Manager with Jamboree Housing Corporation provided presentation and responded to questions. Chair Taylor opened the public hearing, and Matt Spaulding and Kate Manning provided public testimony. Commission Action: COMMISSIONER Wilhelm made a motion, seconded by COMMISSIONER Gaffney, to adopt a resolution recommending that the City Council approve Architectural Control (AC) 21-023, Tree Removal Permit (TRP) 21-036, Grading Plan Modification (GPM) 21-024, Sign Program (SP) 22-002, Zone Variance (ZV) 21-001, and Floodplain Land Use Permit (FP) 21-003, as conditioned and find the action exempt from the California Environmental Quality Act. The motion also recommended that the City Council consider requiring the project to return to the Design Review Committee for a work session to further refine the architectural details prior to submittal for building permits. The motion passed by a 5-0 vote. Commission Action: COMMISSIONER Braden made a motion, seconded by COMMISSIONER Wilhelm, to adopt a resolution approving Architectural Control (AC) 21-012, Conditional Use Permit (CUP) 21-003, and Grading Plan Modification (GPM) 21-011, and granting an exception to allow LED as a permitted light source for the outdoor recreational lighting, as conditioned. The motion passed by a 5-0 vote.
