Adjourned PC Minutes- 2022-1-19 MINUTES January 19, 2022 SAN JUAN CAPISTRANO PLANNING COMMISSION ADJOURNED REGULAR MEETING TELEPHONIC/VIDEO CONFERENCE MEETING ORGANIZATION: Chair Taylor called the Adjourned Regular and Telephonic Conference Meeting of January 19, 2022, of the Planning Commission of the City of San Juan Capistrano to order at 5:00 p.m. ROLL CALL: PLANNING COMMISSIONERS PRESENT: Commissioners Harrison Taylor, Stan Braden, Matt Gaffney, and Tami Wilhelm. PLANNING COMMISSIONERS ATTENDING BY TELEPHONE: Commissioners Darren Fancher. COMMISSIONER ABSENT: None. STAFF PRESENT: Joel Rojas, Development Services Director Sergio Klotz, Assistant Development Services Director Laura Stokes, Housing Supervisor/Associate Planner STAFF ATTENDING BY TELEPHONE: Jane Abzug, Deputy City Attorney Agenda items are presented in the originally agendized format for the benefit of the minutes’ reader but were not necessarily heard in that order. CONSENT CALENDAR: Commission Action: Moved by Commissioner Gaffney, seconded by Commissioner Wilhelm, to approve consent calendar items C1 by a 5-0 vote. C1. MOTION FINDING THAT CONDUCTING TELEPHONIC/VIRTUAL MEETINGS FOR THE REGULAR OPEN SESSION MEETINGS AS ALLOWED PER ASSEMBLY BILL 361, PROMOTES SOCIAL DISTANCING DURING THE COVID-19 PANDEMIC. APPROVED. Consideration of General Plan Amendment 21-003, an Amendment to the General Plan to Update the Housing Element for the 2021 through 2029 Planning Period, Update the Safety Element, and Adopt a New Environmental Justice Element; and an Addendum to Previously Prepared Environmental Documents Associated with the 2014 Housing Element Update and 1999 General Plan Amendments in Accordance with the California Environmental Quality Act (Project Manager: Laura Stokes, Housing Supervisor/Associate Planner). Laura Stokes, provided the staff presentation and responded to questions. Dan Wery with Michael Baker International, consultant, responded to questions. Chair Taylor opened the public hearing, and Avrea Mandyano, Ron Lance, Heather Chapman, Juan Pablo Barragan, Miriam Zuniga, Janelle Walsh, Robert Whalen, and Jorge Urquiza provided public testimony. Commission Action: COMMISSIONER Wilhelm made a motion, seconded by COMMISSIONER Gaffney, to adopt a resolution recommending City Council approval of General Plan Amendment 21-003, an update of the Housing Element and Safety Element and adoption of a new Environmental Justice Element; and approval of an Addendum to the 2014 Mitigated Negative Declaration and 1999 Program Environmental Impact Report prepared for previous General Plan amendments, in accordance with the California Environmental Quality Act. The motion passed by a 5-0 vote.
