PC Minutes-2020-08-25 MINUTES August 25, 2020 SAN JUAN CAPISTRANO PLANNING COMMISSION REGULAR MEETING TELEPHONIC MEETING ORGANIZATION: Chair Wilhelm called the Regular and Telephonic Meeting of August 25, 2020, of the Planning Commission of the City of San Juan Capistrano to order at 6:31 p.m. ROLL CALL: PLANNING COMMISSIONERS PRESENT: Chair Tami Wilhelm, Vice Chair Taylor and Commissioners Stan Braden and Howard Hart. PLANNING COMMISSIONER & CITY ATTORNEY ATTENDING BY TELECONFERENCE, PURSUANT TO EXECUTIVE ORDER N-29-20: Commissioner Lisa Fenning and Elizabeth Hull, Deputy City Attorney. COMMISSIONER ABSENT: None. STAFF PRESENT: Joel Rojas, Development Services Director Sergio Klotz, Assistant Development Services Director David Contreras, Principal Planner Agenda items are presented in the originally agendized format for the benefit of the minutes’ reader but were not necessarily heard in that order. PLEDGE OF ALLEGIANCE: Commissioner Braden led the Pledge of Allegiance. ORAL COMMUNICATIONS: None. CONSENT CALENDAR: Commission Action: Moved by Commissioner Braden, seconded by Commissioner Taylor, to approve the consent calendar (Item C1) by a 5-0 vote. C1. PLANNING COMMISSION MINUTES – REGULAR MEETING OF July 28, 2020, APPROVED ROLL CALL: AYES: COMMISSIONER: Wilhelm, Braden, Fenning, Hart and Taylor. NOES: COMMISSIONER: None ABSENT: COMMISSIONER: None ABTAINED: COMMISSIONER: None Planning Commission Action Minutes 2 August 25, 2020 UNFINISHED BUSINESS: None. NEW BUSINESS: None. PUBLIC HEARINGS: F1. Consideration Code Amendment (CA) 19-004 and Rezone (RZ) 20-001, Northwest Open Space; The Rezone of a City-Owned 65.5-acre property, known as the Northwest Open Space, from Community Park (CP) to Specific Plan/Precise Plan (SP/PP) and a Code Amendment to create a Specific Plan that would include all of the existing uses on the property and the forthcoming "Putuidem Village" project; and a Determination that said action is Categorically Exempt from the California Environmental Quality Act. The property is located north of Junipero Serra Road and west of Camino Capistrano at 30291 Camino Capistrano (Assessor's Parcel Numbers 121-050-04, 14, 18, 19, 21, and 998-123-99). (Project Manager: David Contreras, Principal Planner). David Contreras made the staff presentation. Chair Wlihelm opened the public hearing and no one provided public testimony. Chair Wilhelm then closed the public hearing. Commission Action: COMMISIONER Hart made a motion, seconded by COMMISSIONER Taylor, to adopt a resolution recommending that the City Council adopt an Ordinance approving Rezone (RZ) 20-001 and Code Enforcement (CA) 19-004; and find that said action is Categorically Exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines, Section 15301, Existing Facilities (Class 1), and that the exceptions to the Class 1 exemption are inapplicable.
